As a punishment, this bill, sponsored by Representative Delisha Boyd (D-New Orleans), violates the United Nations Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, as it is a form of forced mutilation. Even worse, Delisha Boyd&#039;s bill will severely and disproportionately result in the state-sanctioned sterilization of African-American men. It&#039;s truly shocking that an African-American women elected to represent a highly African-American district in the Louisiana Legislature would propose such a bill. 

Delisha Boyd claims to fight for the rights of her African-American constituents when in fact she is pushing for laws that would result in state-sponsored eugenics. It&#039;s truly shocking that Delisha Boyd would propose such a bill in 2024. Shame on Delisha Boyd. She is the very definition of a wolf in sheep&#039;s clothing.]]></description>
