States probably get money per head. They like to keep the jails and prisons overbooked for the same reason. State run rackets like that make you wonder if states can be investigated under the RICO act, or if government just keeps it on the books to avoid competition.

I’d love to, but again, don’t know where to start.

I spoke with someone at icrimewatch.net and they confirmed they bill based on number of registrants, but beyond that I wouldn’t know how to ask state actors about their budgeting issues.
