					<description><![CDATA[Reform is needed nationwide, not only for cost of maintaining list but for the fact that a one size fits all law is ridiculous. There should be a way for the Tier 1 and Tier 2 non-violent offenders to come off of lists. Residency laws are shown that they do not really protect anybody, signs in yards, special license, people arrested for urinating in public, children arrested for horseplay, child playing house, and in Arizona you can be arrested for changing a babies diaper. We are out of control, change the laws to common sense laws, based on a case by case, not a Tier system that simply goes by crime. Give low risk to moderate risk offenders hope of a future.]]></description>
