 Kansas and Missouri both do not have residency restrictions. Also both have 15 yr. for tier 1. Missouri just recently went to a tier system but there having a hard time figuring out how to implement it on older cases. A few yrs ago Kansas went from a 10 yr. minimum to 15yr .
