Yes I realize that but in essence they are admitting that they realize it’s purpose is not safety but punishment. For punishment has no effect on someone that can’t understand that their behavior is unacceptable.

That right there shows the registry has absolutely nothing to do with protecting anyone or anything. It’s plain and simple punishment and public shaming and an effort at public humiliation.
