1) a 403 error does not mean the site was seized by the FBI – that’s outrageous.
2) ClearMyCase was not a law firm.

Just re-checked the site 12/31/2019 and it says

403 Forbidden
Means the site was probably seized by the F.B.I

Clearmycase use to send me a letter every 3 months when they first came out. Their letter made nice kitty litter after being run through the shredder.
Always pissed me off that a legit ( if they had been ) law firm would stoop to accessing registry info to get clients.
I do assume it is legal because when I was first arrested I got 100s of letters from both attorneys and bond agents wanting to be hired

We are advising our members to ignore the letter. We have our own suit being filed this month which you do not need to pay for.
