In reply to TS. I'd say a glitter bomb can be found as a form of terrorism as well as in the same vein as those porch pirate bombs which are not legal in all states either (though I find the porch pirate bombs funny given you are taking my property from my property).

I kept the screenshot of Reddit poster “Silver_Ad4449” just in case anyone needs to sue the person who created that site, because he/she/it makes their intentions clear with a post:

“Maybe if I keep sending them they’ll all move away.”

It seems he/she/it removed the post but screenshots are forever. But this loser is an active participant of Reddit. It would not be that hard to track this person down since you can narrow suspects down through activity on their Reddit page. It should be easy for police to track this loser down and lock them up for a while.
