The first thing you have to do is look after your sister in law. Fortunately, you are right around the corner from the Georgia line. Someone posted here that Georgia removes some people from the registry. The Georgia statute is 42-1-19. Read the statute and contact an attorney in Georgia. Your sister in law can do a lot more if you can get her off of the registry.
Also, check into Michigan. Once Does II becomes final, everyone whose offense date precedes 2012 will either be removed from the registry or receive a date certain for removal in Michigan.
Get meetings going. Reach out to Escambia County because they have a larger population.

Another way to get involved would be to educate the masses by changing the terms we use (i.e. person-first) and get rid of the derogatory words. Terms like retarded are no longer part of our language and the ‘n’ word has gone by the wayside.
