					<description><![CDATA[First of all you have to understand legislation in theory is easy to pass. Just put  something on a piece of paper and we all say, hey that&#039;s a great idea. Vote on it and it passes. No impact analysis is done, we just don&#039;t have time for those types of things. The new law just sounded like a good idea. Implementation on the other hand hard to do. Why you may ask. Because nobody did any impact analysis. How does this affect the people who will be governed by it? More importantly what about the agencies that have to enforce it? What if those agencies don&#039;t know yet how they&#039;re going to enforce the new law or what the exact legal procedures are in all situations. Well they certainly can&#039;t inform people of what they don&#039;t know. Let&#039;s, for the sake of argument, say they do know. How do you inform everyone, the new law effects.

Just something to ponder.
