					<description><![CDATA[Oh yes something is horribly wrong with this - we already know we have the most incarcerated of any country in the World.  I wonder if we are the only country that has this &quot;civil commitment&quot; program.&quot;  When you think about it the registry itself is a type of civil commitment (although at least they are not locked up physically) because it too is punishment after the sentence is served.  We are told it is civil and that is why it is not punishment.  What a bunch of bunk - If they go ahead with monitoring for registered citizens and/or charging for registration then they will be making tons of money from that too.]]></description>
