He bought a ticket and entitled to his winnings, they had no business even bringing up something that he already has paid for whether if he did it or not.. How much more do we as a society want to punish these people. It seems for some people that they think they are so perfect that they can pass judgement on someone else.

And Good for the registrant too!!! He maintained his innocence so who knows what actually happened in 1999, but if you believe in karma and that the right things happen to the right people, than it might just be retribution.
