Arrest and incarceration rates must be kept high to ensure full jails and prisons, and a steady flow of federal dollars. The Republicans must be voted out (by those who can vote) next month. Also, after reading the referenced document, it only applies to Level-1 offenders. A brief look at Florida Statute 921.0022 http://www.leg.state.fl.us/statutes/index.cfm?App_mode=Display_Statute&URL=0900-0999/0921/Sections/0921.0022.html will reveal that all offenses that will get you on the registry are Level-5 or above.
