Do not assume it was consensual just because of the location and population.  The person in a position of trust is allegedly in violation of the ethics of his position by allegedly abusing it.    Even if consensual, it was an abuse of their position and power which goes against their code of conduct.  If he is found guilty, then I hope there is no cut deal to spare him what is fair as many LE are able to do with cut deals as we have read of late, e.g., punishment but no registry.]]></description>
