How many times on the news do we hear about someone being harassed for minor mistakes, only for it to end up with someone dead. When officers over react they turn a small thing into a deadly one. The more someone is harassed the more nervous and suspicious he becomes of an Officers intentions and the more likely things will get out of hand, also. This is a side effect of an overreaction. Dead is dead no matter how it comes down.
