Maryland’s travel regulations:

Travel regulations: Transients (including visitors) present in state for a period exceeding 14 days or an
aggregate period for 30 day in a calendar year, for a purpose other than employment or education, must register within 3 days. MCCP §11-701(r).

In short, you can stay in the state 13 consecutive days or up to 29 days in Maryland in total anytime between January 1 to December 31 and not have to register.

Even if you arrived a couple of days early and left a couple days after the conference, you should NOT have to register in Maryland to attend the conference.

You might still have to register your travel in your own state, but that doesn’t mean you must register in the visiting state.

What variables?

Why were you under the assumption? What lead you to that? Never assume and never take the word of LE or anyone in power who thinks they know what you should do. If those who want to inform you are in positions of trust cannot cite the law directly to you as written or with an info sheet, they are not to be trusted. This is how they trip people. Ignorance of the law is not a defense.

ALWAYS check the travel matrices available (see below) or the state/reservation/territory/district law itself for the destination which will tell you what you need to do.

Exactly. That’s the only reason I don’t attend. Leaving the state opens up too many variables to risk it. It’s sickening and infuriating.
