You can thank Donald Smith for that. His rape and murder of Cherish Perrywinkle in 2013 prompted knee-jerk Senate Bill 526 in 2014. It also added and &quot;enhanced&quot; probation conditions as well as retroactively piling on more &quot;civil rules&quot; for registered citizens to follow:

					<description><![CDATA[I spent five years in federal prison. In my personal experience during that time I saw a lot of similar reforms, none of which affected sex offenders in a positive way. For instance, in some federal prisons sex offenders are not allowed to participate in drug and alcohol programs (RDAP) that allow for a one year sentence reduction for successful completion. Also, sex offenders are precluded from transfer to a work camp (i.e. the lowest level of federal imprisonment possible). Perhaps worse is that sex offenders are not allowed furloughs nor early release for grave health conditions. I can&#039;t forsee any of this changing even with calls to action.]]></description>
