It’s not. The section that good sheriff refers to only applies to certain sex offenses: NC GS-14-208.18 (c). Addressing the letter “To all sex offenders” goes beyond the bounds of the statute.

I see a trend here. The only place sex offenders can go in a natural disaster for shelter is a jail. The only place for homeless sex offenders is a jail. Now, the only way to attend church is in a jail. The “final solution” of all states is lifetime incarceration of all sex offenders.
