What's the point of having the adjudication withheld if no one recognizes it?

I have come across this several times, where I’m applying for something, or somewhere, and they get to the background check. I explain that I have no felony convictions, then I am told “the state of Florida recognizes and withhold as an adjudication of guilt, and therefore counts it as a conviction”. Then I am barred from whatever I am trying to do or get into.

How is this legal??

Sooo….I have no convictions, but I am treated like I have one anyway??

Unfortunately – a withhold turned out to be a giant bait and switch when it comes to sex offenders.
Sure, you can vote and possess a firearm and NO, you are NOT a convicted felon. But all the other Sex Offender punishments are imposed.
