perhaps if everyone concerned or somehow a victim of foundation that should have ever been built; write a snail mail letter starting with NE. law makers once a week or more and commits to it for at least 2 years. Then we the people may start to see substance change in NE. then move onto another state. Maybe make a webpage where when you send a letter you check in and put a check mark who you sent it to that week. Receive 1 point for every letter; would not matter if you sent 10 letters a week to same person. at some point they will have to take notice and address the situation.

Something has to be done. At the very least, to evaluate these people individually upon their release, instead of just lumping them all together.
