<p class="fac-lead" style="margin: 0 0 20px; color: #233947; font-family: Georgia,serif; font-size: 20px; line-height: 1.65;">Two women filed a <a style="color: #12647a; text-decoration: underline; text-underline-offset: 3px; overflow-wrap: anywhere;" href="https://www.scribd.com/document/1087304342/DE-1-Complaint-against-Gaetz-et-al-pdf">civil lawsuit</a> against former U.S. Rep. Matt Gaetz and others on October 15. They say money, drugs and promises of help were used to exploit them. Their claims have not been proved.</p>
<p style="margin: 0 0 20px; color: #233947; font-family: Georgia,serif; font-size: 18px; line-height: 1.75;">His father, <a style="color: #12647a; text-decoration: underline; text-underline-offset: 3px; overflow-wrap: anywhere;" href="https://www.flsenate.gov/Senators/s1/?Tab=Personal">Don Gaetz</a>, is a Florida state senator. He served as Senate president from 2012 to 2014.</p>
<h2 style="margin: 30px 0 14px; color: #113c57; font-family: Georgia,serif; font-size: 27px; font-weight: bold; line-height: 1.25;">What the women say</h2>
<p style="margin: 0 0 20px; color: #233947; font-family: Georgia,serif; font-size: 18px; line-height: 1.75;">The women use the names Jane Doe 1 and Jane Doe 2. Both were adults when the alleged events began, ages 20 and 22. Their complaint covers 2017 through January 2019.</p>
<p style="margin: 0 0 20px; color: #233947; font-family: Georgia,serif; font-size: 18px; line-height: 1.75;">They say Gaetz and others used payments, drugs and travel to obtain sex. They also say they were tricked and pressured over money for basic needs and school costs.</p>
<p style="margin: 0 0 20px; color: #233947; font-family: Georgia,serif; font-size: 18px; line-height: 1.75;">Worry about food, rent or school can weigh heavily on a person. These women deserve to be heard with care. Gaetz also has the right to defend himself. He <a style="color: #12647a; text-decoration: underline; text-underline-offset: 3px; overflow-wrap: anywhere;" href="https://www.wflx.com/2026/10/15/ex-florida-congressman-matt-gaetz-among-defendants-named-newly-filed-civil-lawsuit/">says much of what they allege is false</a>.</p>
<div class="fac-question" style="box-sizing: border-box; max-width: 100%; margin: 26px 0; padding: 20px 5%; background-color: #eef7f4; border-left: 5px solid #278366; color: #113c57;">
<p class="fac-question-text" style="margin: 0; color: #113c57; font-family: Georgia,serif; font-size: 23px; font-weight: bold; line-height: 1.4;">Will records and testimony support what the women say happened?</p>
</div>
<h2 style="margin: 30px 0 14px; color: #113c57; font-family: Georgia,serif; font-size: 27px; font-weight: bold; line-height: 1.25;">Why were there no federal charges?</h2>
<p style="margin: 0 0 20px; color: #233947; font-family: Georgia,serif; font-size: 18px; line-height: 1.75;">In 2023, lawyers for Gaetz and a woman involved in the earlier investigation said <a style="color: #12647a; text-decoration: underline; text-underline-offset: 3px; overflow-wrap: anywhere;" href="https://abcnews.com/Politics/doj-charge-gaetz-sex-trafficking-probe-lawyer-minor/story?id=97225306">the Justice Department had closed it without charges</a>. The department declined public comment and gave no full public explanation.</p>
<p style="margin: 0 0 20px; color: #233947; font-family: Georgia,serif; font-size: 18px; line-height: 1.75;">There was no trial or not-guilty verdict. The decision also does not settle this new case.</p>
<h2 style="margin: 30px 0 14px; color: #113c57; font-family: Georgia,serif; font-size: 27px; font-weight: bold; line-height: 1.25;">What the House found</h2>
<p style="margin: 0 0 20px; color: #233947; font-family: Georgia,serif; font-size: 18px; line-height: 1.75;">In 2024, the <a style="color: #12647a; text-decoration: underline; text-underline-offset: 3px; overflow-wrap: anywhere;" href="https://ethics.house.gov/wp-content/uploads/2024/12/Committee-Report.pdf">House Ethics Committee</a> found strong evidence that Gaetz paid for sex, had sex with a 17-year-old and used illegal drugs.</p>
<p style="margin: 0 0 20px; color: #233947; font-family: Georgia,serif; font-size: 18px; line-height: 1.75;">The report says a woman recalled receiving <a style="color: #12647a; text-decoration: underline; text-underline-offset: 3px; overflow-wrap: anywhere;" href="https://ethics.house.gov/wp-content/uploads/2024/12/Committee-Report.pdf#page=27">$400 cash from Gaetz</a> after sexual encounters at a party when she was 17. Gaetz was 35. It separately describes another encounter after she turned 18. Gaetz denied paying for sex or having sex with a minor.</p>
<p style="margin: 0 0 20px; color: #233947; font-family: Georgia,serif; font-size: 18px; line-height: 1.75;">These were findings by Congress, not court convictions. The committee also found too little evidence to conclude that he broke federal sex-trafficking law. The teenager in the earlier case is not one of the two women bringing this lawsuit.</p>
<h2 style="margin: 30px 0 14px; color: #113c57; font-family: Georgia,serif; font-size: 27px; font-weight: bold; line-height: 1.25;">What happens now?</h2>
<p style="margin: 0 0 20px; color: #233947; font-family: Georgia,serif; font-size: 18px; line-height: 1.75;">The women seek <a style="color: #12647a; text-decoration: underline; text-underline-offset: 3px; overflow-wrap: anywhere;" href="https://www.law.cornell.edu/uscode/text/18/1595">damages, meaning money for harm they say they suffered</a>, and a jury trial. They can bring this claim without an earlier criminal conviction. This civil lawsuit itself cannot send Gaetz to prison.</p>
<p style="margin: 0 0 20px; color: #233947; font-family: Georgia,serif; font-size: 18px; line-height: 1.75;">They still must prove their claims. <a style="color: #12647a; text-decoration: underline; text-underline-offset: 3px; overflow-wrap: anywhere;" href="https://www.law.cornell.edu/uscode/text/18/1591">Payment for sex with an adult alone does not prove trafficking</a>. Their claims of being tricked or pressured must meet the law’s rules.</p>
<div class="fac-question" style="box-sizing: border-box; max-width: 100%; margin: 26px 0; padding: 20px 5%; background-color: #eef7f4; border-left: 5px solid #278366; color: #113c57;">
<p class="fac-question-text" style="margin: 0; color: #113c57; font-family: Georgia,serif; font-size: 23px; font-weight: bold; line-height: 1.4;">Will the same standards apply, no matter someone’s wealth, title or politics?</p>
</div>
<p style="margin: 0 0 20px; color: #233947; font-family: Georgia,serif; font-size: 18px; line-height: 1.75;">People who report harm deserve a fair hearing. So do the accused. The evidence should guide what happens next.</p>

A complaint states allegations, not proved facts. The House report, the closed federal investigation and the new civil suit are separate proceedings.</p>
<h3 style="margin: 22px 0 12px; color: #113c57; font-family: Arial,sans-serif; font-size: 18px; font-weight: bold; line-height: 1.4;">Age and the $400 payment</h3>
<p style="margin: 0 0 20px; color: #233947; font-family: Georgia,serif; font-size: 18px; line-height: 1.75;">The <a style="color: #12647a; text-decoration: underline; text-underline-offset: 3px; overflow-wrap: anywhere;" href="https://ethics.house.gov/wp-content/uploads/2024/12/Committee-Report.pdf#page=27">report’s printed pages 22–23</a> describe a July 15, 2017, party at Christopher Dorworth’s home. The woman identified as Victim A recalled receiving $400 cash from Gaetz that night. She understood it as payment for sex. She was 17; Gaetz was 35. Footnote 101 says she turned 18 later in 2017.</p>
<p style="margin: 0 0 20px; color: #233947; font-family: Georgia,serif; font-size: 18px; line-height: 1.75;">The committee said it received no evidence that Gaetz knew she was under 18 at that party. It later received evidence that he learned her age more than a month after their first encounters. The committee said not knowing her age was not a defense under the Florida law it applied. See <a style="color: #12647a; text-decoration: underline; text-underline-offset: 3px; overflow-wrap: anywhere;" href="https://ethics.house.gov/wp-content/uploads/2024/12/Committee-Report.pdf#page=36">printed pages 31–32</a>.</p>
<p style="margin: 0 0 20px; color: #233947; font-family: Georgia,serif; font-size: 18px; line-height: 1.75;">Printed page 32 separately describes another meeting for paid sex less than six months after she turned 18. That passage gives no payment amount. The $400 account concerns the July 2017 party when she was 17.</p>
<h3 style="margin: 22px 0 12px; color: #113c57; font-family: Arial,sans-serif; font-size: 18px; font-weight: bold; line-height: 1.4;">What the payment records show</h3>
<p style="margin: 0 0 20px; color: #233947; font-family: Georgia,serif; font-size: 18px; line-height: 1.75;">The report describes payments through PayPal, Venmo and Cash App, as well as checks and cash. Gaetz used accounts in his own name. At times, he used another person’s PayPal account or an account linked to an email address under another name. See <a style="color: #12647a; text-decoration: underline; text-underline-offset: 3px; overflow-wrap: anywhere;" href="https://ethics.house.gov/wp-content/uploads/2024/12/Committee-Report.pdf#page=18">printed pages 13–14</a>.</p>
<p style="margin: 0 0 20px; color: #233947; font-family: Georgia,serif; font-size: 18px; line-height: 1.75;">The committee found evidence of tens of thousands of dollars paid for sex. But it did not establish a sexual purpose for every payment. Its payment table includes transfers that may have had lawful purposes, including some to a former girlfriend. The table should not be read as a total proved to have been spent on sex. See <a style="color: #12647a; text-decoration: underline; text-underline-offset: 3px; overflow-wrap: anywhere;" href="https://ethics.house.gov/wp-content/uploads/2024/12/Committee-Report.pdf#page=35">printed pages 30–31</a>.</p>
<p style="margin: 0 0 20px; color: #233947; font-family: Georgia,serif; font-size: 18px; line-height: 1.75;">Gaetz denied paying for sex or having sex with a minor. These accounts and findings come from the House investigation. They are not criminal convictions or proof of the two adult women’s new civil claims.</p>

The filing covers 2017 through January 2019 and seeks damages and a jury trial under 18 U.S.C. § 1595. The teenager discussed in earlier proceedings is not one of these two plaintiffs.
