<div style="padding: 28px;">
<p style="margin: 0 0 19px; font-size: 18px; line-height: 1.65; color: #253b34;">The flags lined up for honor and dignity. The plaques are handed out. The photos are taken. But behind each arrest total are people, families and questions that deserve answers. But another family or person celebrates a career achievement.</p>
<p style="margin: 0 0 19px; font-size: 18px; line-height: 1.65; color: #253b34;">For people on Florida’s registry, another award for enforcement can bring worry about the next visit, an unclear rule or a reporting mistake that could take them away from their family.</p>
<p style="margin: 0 0 19px; font-size: 18px; line-height: 1.65; color: #253b34;">In a December 8, 2025 post, FDLE announced awards for investigations, civilian support and leadership.</p>
<p style="margin: 0 0 19px; font-size: 18px; line-height: 1.65; color: #253b34;">A separate <a style="color: #0f547c; font-weight: 600; text-decoration: underline;" href="https://www.fdle.state.fl.us/Home/Components/News/News/1638/731?arch=1-41&amp;npage=2-41&amp;selcat=55&amp;widgetId=41">February 2025 announcement</a> credited one officer with arresting 24 people and bringing 112 felony registration charges during Operation Matchmaker. FDLE, Tampa Police and Match.com worked together to identify unreported dating accounts.</p>
<p style="margin: 0 0 19px; font-size: 18px; line-height: 1.65; color: #253b34;">Those figures describe charges. They do not establish 112 new sexual offenses or 112 children protected.</p>
<p style="margin: 0 0 19px; font-size: 18px; line-height: 1.65; color: #253b34;">Florida treats certain reporting violations as felonies. We can still ask whether the punishment fits the conduct and what harm the enforcement prevented.</p>
<p style="margin: 0 0 19px; font-size: 18px; line-height: 1.65; color: #253b34;">Looking at the award ceremony, one Florida Action Committee member said, “It’s a dog and pony show, if you ask me.”</p>
<p style="margin: 0 0 19px; font-size: 18px; line-height: 1.65; color: #253b34;">Families want safety, too. They also want fair rules and honest measures of success.</p>
<p style="margin: 0 0 19px; font-size: 18px; line-height: 1.65; color: #253b34;">As a retired Army sergeant, I think about what recognition means. The <a style="color: #0f547c; font-weight: 600; text-decoration: underline;" href="https://www.hrc.army.mil/content/6054">Combat Action Badge</a> has specific requirements for enemy engagement. Simply serving in a combat zone is not enough. The facts behind an award matter.</p>
<p style="margin: 0 0 19px; font-size: 18px; line-height: 1.65; color: #253b34;">Law enforcement has its own standards. Supporting an investigation, enforcing reporting rules, rescuing a child and stopping an assault are different achievements. The public should know which work earned the praise.</p>
<p style="margin: 0 0 19px; font-size: 18px; line-height: 1.65; color: #253b34;">FDLE also shared photos from the separate <a style="color: #0f547c; font-weight: 600; text-decoration: underline;" href="https://www.facebook.com/FDLEpage/posts/fdle-was-recently-honored-at-the-first-annual-dhsflorida-homeland-security-award/1545755607594165/">First Annual DHS/Florida Homeland Security Awards</a>. That event recognized broader security work, not just registry enforcement.</p>
<p style="margin: 0 0 19px; font-size: 18px; line-height: 1.65; color: #253b34;">Why create another awards event, and what results justify it? A first annual ceremony alone does not prove the system is growing out of control. But it raises a fair question: are we celebrating a growing system without showing what that growth achieves?</p>
<p style="margin: 0 0 19px; font-size: 18px; line-height: 1.65; color: #253b34;">The people doing this work have different employers, but their work connects. FDLE, sheriff’s offices, local police and probation officers can share information or join operations. FDLE’s records connect to <a style="color: #0f547c; font-weight: 600; text-decoration: underline;" href="https://oppaga.fl.gov/Documents/Reports/24-11.pdf">state and FBI databases</a>. <a style="color: #0f547c; font-weight: 600; text-decoration: underline;" href="https://ojjdp.ojp.gov/programs/internet-crimes-against-children-task-force-program">ICAC task forces</a> bring agencies together on online child-exploitation cases. The broader <a style="color: #0f547c; font-weight: 600; text-decoration: underline;" href="https://www.justice.gov/usao-sdfl/project-safe-childhood">Project Safe Childhood network</a> includes the FBI, Homeland Security Investigations, U.S. Marshals and even the U.S. Postal Inspection Service. Working together does not make a local officer an employee of every agency. These are separate agencies with connected work, not one chain of command. Their duties and budgets overlap in some areas, but not every child-exploitation grant pays for registry enforcement.</p>
<p style="margin: 0 0 19px; font-size: 18px; line-height: 1.65; color: #253b34;">Florida already tracks the registry through <a style="color: #0f547c; font-weight: 600; text-decoration: underline;" href="https://oppaga.fl.gov/Documents/Reports/24-11.pdf">OPPAGA’s reviews</a>. Its 2024 report shows <strong>a net increase of 727 registrants living in the community between 2021 and 2024</strong>.</p>
<p style="margin: 0 0 19px; font-size: 18px; line-height: 1.65; color: #253b34;">FDLE’s 2025 legislative summary, listed on its <a style="color: #0f547c; font-weight: 600; text-decoration: underline;" href="https://www.fdle.state.fl.us/publications/publications">publications page</a>, reports $446,220 and two funded positions for sexual offender and predator enforcement. The direct PDF link is currently unavailable. Funding those positions does not prove both were filled.</p>
<p style="margin: 0 0 19px; font-size: 18px; line-height: 1.65; color: #253b34;">If Florida already measures this population, what needs justify added funding and positions? What results will taxpayers receive? The 727 increase alone cannot measure workload, but arrest totals alone cannot measure safety, either.</p>
<p style="margin: 0 0 19px; font-size: 18px; line-height: 1.65; color: #253b34;"><a style="color: #0f547c; font-weight: 600; text-decoration: underline;" href="https://www.justice.gov/d9/2023-06/sex_offender_registration_violations_2.pdf">Official accounts describe cases</a> crediting registry information with helping protect children. Those cases matter. They do not show that every reporting rule works.</p>
<p style="margin: 0 0 19px; font-size: 18px; line-height: 1.65; color: #253b34;">Meanwhile, the Florida Action Committee has <a style="color: #0f547c; font-weight: 600; text-decoration: underline;" href="https://floridaactioncommittee.org/fdle-sidesteps-critical-questions-on-internet-identifiers-and-mobile-homes-leaving-registrants-in-the-dark/">reported concerns about unclear online-account rules</a>. Members have faced arrest over accounts they disputed having to report or did not know existed.</p>
<p style="margin: 0 0 19px; font-size: 18px; line-height: 1.65; color: #253b34;">For those families, the consequences continue long after the award photos are posted.</p>
<p style="margin: 0 0 19px; font-size: 18px; line-height: 1.65; color: #253b34;">What happened in court? What harm was prevented? What did the added money achieve?</p>
<p style="margin: 0 0 19px; font-size: 18px; line-height: 1.65; color: #253b34;">People living under these rules deserve dignity and clear answers. <strong>More arrests for reporting violations do not automatically mean more children protected.</strong></p>
