Good news from pa. Yesterday 10/22/19 the pa superior court ruled in a unanimous decision that internet notification for all pre sorta offenders is un constitutional.

Omg…. from the decision looks like theyve classified the Online registration as punitive :”Thus, we conclude that the effect of the dissemination via the Internet of the sex offender’s registration information weighs in favor of finding that Section 9799.63 is punitive.”
And as punitive is subject to ex post facto as it related to a pre sorna case.

The state of Georgia has re-structured their statutes pertaining to when and how an RSO can petition to be legally removed from the registry, it was ,I believe, after 5 years of post-incarceration with no interaction of any kind with law enforcement, and now, i believe if correct, it is 10 years of such, before a RSO may petition to be removed..
If this information is correct, what are the recommendations to and for a RSO to consider, in order to assure an successful petition…
Thank you, FYI, it has been since1996 since offense,1997 since conviction, and 2014 since max-out without any post incaration probation/parole or restrictions,other than annual re-registration…paid for my crime, re-established myself with family and victim, and am happily married and successful in my field of endeavor.
Just want.to be able to live without the stigma of something that was so long ago,distasteful and wrong, for which i have paid in full.

I have been looking into this. It appears it is 10 years from the end of sanctions for anyone who is not a predator or whatever they call it up there. If you are classified as a level one offender by them, you can petition and anytime after sanctions are finished. For a level two offenders and I think this would be probably applied to most people even those who are level one, it’s 10 years after sanctions with the attendant other requirements like no weapon and what have you. So I just got my passport today with no stamp on it. I paid to have it expedited to get it faster. Does anyone know if they will see anything about me being an rso when they scan it?
Also I called the U.S. Marshall because I heard I had to notify them of my plans, but I spoke with two different U.S. Marshall’s and both told me that I don’t need to notify them, I just need to notify the police station where I register. Does anyone have any feed back on that?

Will – Correct, you only need to notify your regular registration office. If in Florida, the local sheriff notifies FDLE, FDLE sends a notice to the US Marshall and they send the notices to Angel Watch which will notify the receiving country.
This passport stamp thing seems random. Like when they get to you is when they send out the notice. Anecdotally we’ve heard that they usually revoke passports (and require you get a new one) after you report travel.

Hello i am very new to this. My husband is a RSO and i really want to take a cruise to the Bahamas or seriously anywhere. Ive heard carnival and royal carribean can deny you but this Norweigan cruise line doesnt care. Does the Bahamas have any laws against it? He isnt on probation anymore. And we will be following all protocol and informing the registry 21 days before travel. I just dont want someone like Bahamas or cruise line to then deny us when were trying to board or enter Bahamas. As long as we do everything right are we guarunteed in as long as we give all the information needed? Assuming no laws are against it. Or does the Bahamas or cruise line have their own discretion and can just deny you whenever they want even if you’re first accepted. Fyi he was charged with rape but it was consensual she was just underage so technicality. He was still wrong for it but he was under the influence amd she seriously came onto him and has 3 other rape claims against guys for the same thing. It looks bad on paper but once you find out what really happened he was almost targeted. Its so hard on our family going through all this when he hasnt hurt a soul in his life. As far as I know. If you are on a closed loop cruise yes, as long as you go and return to same port. Always update yourself call the cruiseline don’t believe anyone thats not official. Rules change all the time.
Ive been on Carnival twice no problem either time went to the Bahamas and Mexico even after others were denied I haven’t tried Royal Caribbean yet but I hear they are lax when it comes to registrants. My Carnival cruises were booked months in advance so I think it’s kind of hit or miss or maybe I just fell through the cracks
I’ve been an RSO since 1996. Been on every major cruise line. No problems till May 2016 going on royal Caribbean for 7 days to eastern Caribbean. The security office of royal Caribbean contacted me and required “more information” before allowing me to sail. I provided additional details and was permitted to go. I had been on royal Caribbean before with no questions prior to 2016. Since IML has passed haven’t been out of the country. Going to Cayman islands this weekend and Europe in December. Been to Europe several times with the last being summer 2017 and no issues. Prior to IML going into effect. I’ve even been to Canada. An ex girlfriend was French Canadian. Flew to Quebec for a family funeral. Was there a week. No issues going in or leaving. Always issues coming back thru US customs. Always escorted to screening and questioned where, what, why then free to go.

Seems like we will have to start applying for visas to visit Europe starting 2019.
How it could affect registered citizens? Well it mentions the visa processes takes 10 minutes online for approval or denial and a check that is done is through Interpol.
However if denied you can challenge there decision. I don’t think it will be to terrible but this will be another hurdle to jump through.

Hello I might have some valuable information.
I decided to travel to the Bahamas while on probation. My PO gave me a okay but needed to send info to the embassy. ( stepped over his boundaries) I went to the police station to inform the police a few days before departure but they said there is no need as long as probation said it’s okay.
I’m from Oregon btw and i think the duty officer was misinformed.
Once i entered the Bahamas the customs officer scanned my passport and told me to follow her to a room. There I was questioned about my crime and and why I was convicted. I passed and they said enjoy your trip. The reason this happened was because once they scanned my passport and it came up I am a registered Sex offender. It seems regardless where you go as long as a agent scans your passport it will show up you’re registered.
I am currently working on duel citizenship. Would departing the country with a different passport help avoid all this since another countries passport won’t have any records tied?

I did not make the notice when departing to the Bahamas. My PO required it of me but when I went into the sheriffs department they said there was no requirement. However the Bahamas still knew. And when I asked they said it’s based off your passport. Your name and date of birth. So it doesn’t matter if you report it or not. If there system is linked you will be flagged just by your name and DOB.
In the future I will not be reporting since both customs agents can’t track that and frankly they don’t care. Currently there doesn’t seem to be a system that follows up with these self reporting.
Once I get duel citizenship I will go into that country and have a name change. Drive into Mexico with my passport and fly from that country so there is absolutely no record. And yes you can have different names on different passports. That is legal.
Just my thoughts and action plan on traveling freely in the future

I’m from Oregon and according to the sheriffs office it doesn’t break their laws. Also from both my travel experiences where I did not report my travel their was no repructions or questions asked by customs.

I will but like I said I went into my local sheriffs office. Asked to report and they said there is no need. I even wrote down the officers name and contact info. Returning back from customers from Europe and the Bahamas neither officers questioned whether I informed the state or not.

While IML is a new law put into place and yes the legality is that you will be punished if you don’t self report. I truly believe its a scare tactic at the moment. I don’t currently believe the feds are delegating the time or resources to cross reference check if you registered your itinerary to the state you reside in. Especially when going through multiple connecting flights, each state has its own department and I don’t believe they are cross referencing each states data base.
Im not condoning not following the law. I just believe currently at least the state i’m from there is no repercussion from not self reporting.

I know for a fact that US Marshall has called to confirm I notified of travel and I am in a state that does not require but does accept the notices. Be careful. Sounds like there have been some recent prosecutions about this. 2 in Ohio.

Yes Daniel that’s what I would do. I went to HK a few weeks ago for a test run and so far HK is good to us. Don’t go direct anywhere else but HK and fly from there to Vietnam. I’m not sure about the power of IML but hopefully you can manage. Next year I will bite the bullet and fly to Manila from HK. (Fully knowing the consequences)

I think Vietnam would be not as strict to enter. I’m not sure they do background checks a lot of tourist visas don’t even ask if you have a record.
You should register your whole itinerary at least 21 days in advance. Both HK and Vietnam will receive green notices in Interpol stating what you were convicted of and what your itinerary is. HK likely will not give a damn. For Vietnam, it’s harder to know their policy since they seem a little untested.

I’d like to know as I’m going to Vietnam as well in Feb. My stopover is in Taiwan, but from what I understand I won’t be going through customs in Taiwan (there’s a corridor that leads directly to my connecting flight) I validated this by calling the airline. But still worried about Vietnam. Any experiences people have will be much appreciated
Let us know how Vietnam goes. I would be expected to be turned away. And, as far as layovers go, that layover city, whichever it may be, does not get notification. It is your destination country that gets the notice from Homeland Security. Two years ago I was denied entry to Thailand with a layover in Tokyo. After being sent back to Tokyo, the Japanese only refused me entry because Thailand did. That’s what they told me. IML was passed while I was in Thailand for a month Jan/Feb 2016. And, just so people are clear, there is not background check within your passport or scanned entry to another country. If you’re a criminal of certain types, a notice will be sent (we all know how that’s goes now). That’s one reason I was so shocked and confused about being denied entry to Thailand…because I was there the year before! What changed? Found out it was IML once I got home :*(
Update-so I made it to Vietnam and Taiwan fine. There wasn’t so much as a second look, I went through with no questions. However, after speaking with some folks, it seems because my offense didn’t involve minors, that’s probably why IML didn’t kick in (Thank God).
Of course-I had all the problems in the world coming back to the US. The customs officer pulled my gf to the side and asked if she knew of my offense, and asked me to explain the details of my case. Quite a bit humiliating and inconvenient after 15 hours in the air, but at least I made it.
So sorry to say, I can’t say what’s like for the IML affected, but I was able to get through those countries with no issues.
Hey guys. Registered SO from Florida here with adjudication withheld. Online solicitation charge from 2007 when I was 20 and finally got off probation in 2014. I was planning a trip to the Dominican Republic until I found this site as well as asking Paul from registranttag.org.
I was recently issued my passport without any kind of mark and it’s good for ten years. I appreciate this committee and everyone on here sharing their information. You guys saved me 1500 bucks with that trip.

Cuba was never an issue for me in over 20 years and 48 trips, but this January I was turned away with no explanation given, I have an 8 year old son there whos mom was killed in a car accident 4 years ago and I’m now being completely cut out of his life, I had 10 years of level 1 registration starting in 2004 but it was in NY state and the governor signed an executive order in 2006 extending all level 1s to 20 years, post facto… really fair world we’re living in. So now I’ll see my son in 2024..

I’m a level 1 RSO from Caiifornia from 1990 & original requirements for registering was 10 years. In 1997 CA changed it to lifetime requirement.
I work in the Middle East & other parts of the world for the last 12 years. Recently (Oct 8, 2018) passport was confiscated in Atlanta while traveling back to Kuwait. Only reason given was passport invalid. 2-3 days later & many phone calls & emails to State Dept before I found out why. I had no prior knowledge of this Intl Megans Law in effect. Recieved no letter prior as either. I have just recieved my new passport & started process again for visa to Kuwait. Not sure what will happen when /if I get the visa & travel back there for work.
Had just renewed passport in Aug 2017 & no mention about this law then even tho it was passed & signed by Obama in late 2015-early 2016. That passport actually revoked in July 2018 while I was in Kuwait at work & I had no clue & nothing mentioned in Sept 2018 by CBP in Atlanta upon my return to USA then.
I had moved to Arkansas in 2007 & registered there ever since & they have always been fully aware of my work & where I work at always work with me if I’m out of country at time of registering.

I just got back from the Bahamas in July I did report my travel to the authorities and I was allowed in to the bahamas but 3 days later I got a visit from the local police.

I did report my travel 21 days prior to leaving to the Bahamas, I flew from Miami to Eleuthera Bahamas, it was a very small airport no computers, they just stamped my passport. Like I said in my prior message 3 days after my arrival the local police showed up to my rental to verify I was staying where I said I would be, and they just asked to see my passport and told me to enjoy my vacation.
I am going to get some information. I have a family vacation planned in July to Aruba. Even though this website States no restrictions I have seen proof otherwise. Please advise. I have contacted the local Aurba Airport Authority who forwarded my email to local I’m migration. I have not heard back. Please advise! Anyone!

I went to curaçao back in January and was allowed in without any issue. But I was visited by two detectives at my hotel who wanted to know more about me and my intentions. They were nice and wished me a nice vacation.

These people also benefit a number of ways be creating a sub-class of citizens who they can abuse anytime they feel like it and make them “look tough on crime” or use the bullshit “think of the children” to tack onto a bill they want passed.
Law enforcement has lots of low hanging fruit to pick and even if you have been the perfect citizen for 2 decades they still treat you like a criminal.
The right to travel is a human right and not something that a government can take away. We evolved on this planet and we have a right to live this one and only life without a lifetime sentence from the government!

I was wondering if I visit a different country, say Colombia, by plane, will I get turned back if I don’t report my travels to whatever agency in the U.S that is responsible for that stuff? Also, if an RSO was unaware of the new 21 day travel law and does not notify that they are traveling would they be arrested at the airport?

Every country is different and it’s unknown whether there is any “flag” in their system.
When a “green notice” is sent to a receiving country, their immigration officials are notified of dates and flight information, so they are usually there waiting. If no notice is sent, it’s unlikely they will be greeted with the same reception.
All I see is a lot of whining and ignorance posted here. It’s a shame there isn’t a more structured resource for travel as a RSO. Even this “TRAVEL MATRIX” is out of date…
I travel A LOT internationally. With that said here is my simplified experience(s): IF you are required to give 21 day international travel notice the US Marshals will be notified. They in turn notify Interpol which sends a “Green Notice” to your destination. It is up to the destination immigration to allow you in or not. Depending on your charge I found it helpful to carry a copy of the “Information” sheet from the court file. The few times I’ve been detained for deportation a friendly smile and calmly explaining the circumstances of my charge (girlfriend a few years younger) worked wonders…
One thing I see a lot of is the misunderstanding people thinking they have a right to travel to another country. You don’t – just like the USA denies entry with or without rational reason other countries can and do the same. There’s a lot of countries that’s been denying entry to convicted felons for years – I don’t see denying RSO’s as being any different…
HJ – Great that you are a travel expert since you travel internationally “A LOT” but you are not helping by gloating about it. I rather doubt that you admitting you slept an underage girl (even though she might have technically been your girlfriend) really “worked wonders…” either.

When the U.S. Marshall’s Office begins to notify Interpol of all convicted felons, “frightening and high” recidivists such as DUI offenders, burglars, robbers, et. al (regardless of charge) whose sentences have been fully discharged for decades, I will support your premise 100%. When all convicted felons regardless of date of adjudication have an identifier applied to their passports, I will say you are 100% correct. Until then, this is a bill of attainder targeting a specific group, and therefore unconstitutional.
It’s not about having a right to anyone else’s borders. We do not. It is most certainly about having the right to ALL constitutional protections that every other group of ex-offenders enjoy. Those rights we do rate, and I pray we will one day will.
The charges you listed will (and have always) kept you from getting a visa in England, Australia, Canada etc. The only thing the Interpol Green Notice really affected was travel to most Asian countries.
With as screwed up as the State Department is right now I have no doubt it will be years before we see the “identifier” on Passports (if at all).

I do not see anyone indicating they have the right to go into any country, however, the US Constitution and others recognize that a citizen’s right to travel should not be hindered – sending a letter to the country where you are traveling that states your intent is to engage in human trafficking IS a hindrance. Putting a stamp on one’s Passport that indicates they are undesirable IS a hindrance. It is nice for you that you travel a lot. I hope that does not change for you when the IML stamp gets added to your Passport.
Help does not take the form of admonishment but instead in the form of education. You say the list is outdated – in what way? Can you offer specifics? That is what would help people. You also point out how ignorant and whiney we all are because we do not possess your vast experience – and then you proceed to tell us what YOU do. I’ve seen three of my “Green Notices” and none stated “intent is to engage in human trafficking”. All three was pretty much the same – my charge and itinerary. I’ve seen reports on other sites stating amped up notices like this – my guess is the Marshals are basing their report to Interpol on actual charge and arrest history or the people are full of crap…
That is very useful information regarding what the green notices contain, as for many of us they have been shrouded in mystery.

You DO have the right to travel outside the U.S. If you didn’t, IML would be a lot simpler. It would read more simply, registered sex offenders may not leave the U.S. (more like Australia’s law).
What you are saying, I think, is that you do not have the right to enter any other country you want. That is true. But some countries’ border guards, in many of the anecdotes we’ve read here, are specifically citing U.S. pressure unde IML in denying entry to U.S. registrants. And I believe we are justified in whining (and doing something) about that!
Personally I do not think it has anything to do with Socialism. Throughout the years the US code has grown exponentially and many other things were added (Patriot Act) that took away our rights. We the people have watched it happen. We have all been indoctrinated to believe exactly what they want us to believe – they have used fear, and naming laws after victims, and giving them titles that have a patriotic ring to it to fool everyone. One of the main issues is that long ago Americans forgot what it meant to be Free. Many still do not understand the concept.

Yeah I was quite disappointed the day I learned that the Land of the Free was just propaganda. But the one I really hate to hear is that the USA president is “The Leader of the Free World.” It is a bunch of hogwash and how arrogant of us. And please do not get me wrong that I do not support the troops or anything – my father was a lifer in the USAF and my brother retired from the Army. To me they are 2 separate things. You can support the troops and still accept that we are not Free.
I am not the only one that thinks so – the rest of the World does not “see” us that way either. In fact, we rate #23 in on the Freedom Index. Interesting little chart in the bottom right of each page shows personal freedoms changes throughout the years. I looked back at several past reports and our Human Freedoms ranking has been steadily declining since the report started.

However, you have to take into account that these rankings do not factor in the RSO equation. For instance, Australia ranks high on the freedom scale but they are almost as nuts about RSO stuff as the USA. So those freedom measurements do not necessarily include sex offender issues. That being said when I look at the IML chart compared to the freedom index the best choices would seem to be …the Netherlands (pg 132), Ireland (pg 96), Germany (pg 81), to name a few. I certainly would call ahead though.

Best thing to do is call the American Embassy in Russia !!. Explain your situation and see what they say. I’d also insure your trip expenses incase something does happen. My buddy just went yesterday and bought plane tickets to Mexico. He even told them he is a ExOffender, And he also tried to get “The Stamp” added to his Passport to “COMPLY OR DIE”, Customs said there wouldn’t be any problem at all about the travel. Also they didn’t even ask him for the address he was going to be staying at !!. According to the Customs Agent, They (Customs) wasn’t enforcing the “Stamp” and said that a Sheriff or Police agency has no Authority over FEDERAL Documents and can’t demand you to surrender them or even ask for the Passport Number !!. This information is all 2nd hand and I have no proven Facts to any of it, EXCEPT that I have tried several times over the last year to “COMPLY” with the Passport Stamp law, And NOBODY in the Passport Office or Customs know ANYTHING about it !!!!!.

Here in floriduh they sure do demand passport info. Again, I get stopped coming back; not at departure (knock on wood). I once asked after returning from Canada why my family was being detained consistently upon in conus returns (out of ear-shot of the children of course) and was told by border patrol it was because of my record from good ol floriduh.

Yes, you are correct. BUT, Once you check into a hotel, Or show your ID for ANY reason, Whoever you hand it to will report you and fast !! That’s a requirement to stay in business there now. We can enter, But can’t stay, The Mexican Police issue a NO RETURN order once you’re caught. It’s a complete waste of time and money. The world is MUCH WORSE than it seems !!!.
Tired – has this happened to you? Do you have information (beyond anecdotal) that this happens? It’s not consistent with what we are hearing elsewhere. The border is where people are denied entry. Have not heard of anyone being removed as a result of checking into a hotel.
This info was told to me by a pretty good friend. He made it inside Mexico. But was removed once he tried to check into a hotel. I’ve also heard other info. But I guess it depends on who’s working on the day you deside to attempt travel. I’m seriously considering Alaska !!. The passport stamp hasn’t been implemented yet – State Department was given time to figure out how to identify all that would be affected and what the actual mark would look like…
When your friend arrives in Mexico he can expect to be called off of the plane, taken to a detention area, and denied entry, and put on the next plane back. There are hundreds of accounts online of this very thing. The USA has nothing to do with permitting you to travel, but Angel Watch will notify the Mexican immigration authorities of his status and he will more than likely not be allowed entry.
This just happened to me this week. pre paid 3 months ago 3500 for 2 to travel to resort in Mexico, called Mexican consulate in Atlanta before booking and was told no problem. my charge was resolved through deferred adjudication which means after my probation the charge was dismissed so i have NO conviction but have to suffer with a registration. i notified my local registering agency like i am supposed to of international travel in advance. once again I only registered no conviction, no supervision, i can vote, i can own firearms. Day of travel…. no problem leaving from US but as soon as plane was at gate in Mexico announcement made for me to exit plane first. escorted to immigration office, they verified my identity, had me fill out form with info, including my parents and children’s names. showed me a notification in Spanish with my picture sent from US listing what my charge had been. i was told i was being refused entry into country and being re booked on next flight back to US. upon returning to US the Customs people did the escort to next level questioning area as i was not just cleared to reenter the US. explained to them what happened (i never even left Mexican airport!) took almost 2 hours to be released from immigration area. it made me feel like a criminal all over again when i have done nothing wrong. could i have cleared Mexican immigration if i hadn’t notified my local agency of travel plans and homeland hadn’t sent a letter? possibly… would they have found out on their own? i don’t know they might check every person against US database since they know who is coming to their country as that info is provided by airlines. If i hadn’t notified my local agency I could have been subject to a criminal violation upon returning to the US which would have been worse than just being turned away by Mexico. Either way my vacation was toast and i am out 3500
Sorry to hear but once you are in the database you have entered the Matrix and there is no escape. Deferred adjudication is meaningless with sex offences as so many of have found out AFTER accepting that thinking it would make a difference.
It would not have mattered if you had not given the advanced notice. Also the consulate will not state that you are banned. Everything is done in the shadows as you have found out.
Bottom line is that WE play by the “rules” but THEY do not!

I was denied entry to Thailand a few days ago. Japan as well. Notice was sent of my conviction and they never gave me a copy. Some are saying that homeland security is actually stating on that paper that we are intending to commit crimes. I can’t believe this. I sat in a dirty detention room with no toilet paper for 10 hours and was sent directly back. I didn’t have to pay for it, but I had a round trip ticket for a month later. Japan would not allow me to stay in the terminal to buy another ticket somewhere else for the day after. I had no idea International Megan’s Law was passed WHILE I was in Thailand last year. I hold a non-scarlet letter passport. The way I read the law is that this only will apply to those who are currently registered. So after that, free travel with no notice? Law also states that those who have been issued these stamped passports may be given a non-stamped one if you are no longer required to register. This is still so unconstitutionally wrong, stamping ones identity with hell symbol.

Travel is getting out of hand hurting people it was not meant to hurt and cuausing damage to Families. Back over 5 years ago I was accused of touching a girls breast on the outside of the shirt. Long story was my Attorney and a bad Judge who has since been removed forced me to take a deal. The charges had been filed inccorectly and was actually a Level of PBL punishable by life! because of a allegation of Weopon or serious injury both not true. To streamline I fought back won a 3850 Hearing and was resentenced to a 3rd Degree Felony for Attempted Sexual Battery. Time served no sex probation etc. Because of the original charge in Florida you Automatically get PREDATOR status although I had 1 charge and not underage but a 33 year old woman. (This all started from a girl asking for $250,000 to settle and her friends have done this to other men) The civil was dropped her Attorney walked off the case I was resentenced by a new Judge and Predator status vacated. I travelled with no problems multiple times especially to Costa Rica even last year and November under the worst charges no issue. (Life Sentence Charge Predator Status) This was vacated and resentenced nunc pro tunc back to original date.
I registered like I always do and gave my 21 days notice etc. When I arrived in Costa Rica they let my wife in and then something caught her eye on my passport scan so she said she needed to ask somebody something. 20 minutes later she tell us I cannot enter because the USA has sent a request via Interpol that I should be denied entry and they want me back. My wife and I should my registrtion that reflected I was allowed to be in Costa and had been under a year ago. Never had a ticket or trouble in 18 years and spending holidays as always with our Familly (I have no history of any sex Tourism less anything underage) A supervisor showed me a computer letter that said it was clear I must be turned away the USA wants me back. I need to fix it and I can come back but not on that day. My wife cried we tried to show more info but they talked yet to another person who said they must follow the Interpol Request and I told them it was just a notification I was coming. He said NO it was a return order from my Country. I was taken to a area in the Airport with security and made to sit like 12 hours for the next flight back. I was told I needed to sign papers but I did not. They told me the reason for the return was not listed by Interpol. I was eventually showed a green Costa Rican form that the guy simply checked a box AFTER talking to me about why and what it could be so I was honest. They wouldnt give me a copy of the Interpol Alert as they said it was confidential!. I did take a photo of the paper they kept and did not sign it but a very nice security officer told me it was not related to the Interpol letter but simply a form to give me a quick reason Costa Rica was deporting me. They did not want to pay for my connenction and I was going to be stock far away from home but a nice Security guy went to Batt for me and I did get the trip all the way back. I was told I was not banned but that for today I couldnt enter try another time date or place. I was actually shocked what I was told but I am not going to put that out here. Once returned to Florida with no bags as I lef them with my wife who is still in Costa Waiting for me or will come back soon. I got the usual 2nd check and again a very nice Customs and Imigration agent greeted me I told her my story and she said she doesnt see anything in the computer that would have prevented my entry to Costa and she did not show USA or Florida wanted me back. In fact she said I would not have been allowed to even get on the plane if what Idescibed was valid. I checked and my online registration is showing I am in Costa Rica and all looks good. I was told even my security I should go to Nicaragua or Panama and simply come back by land or fly again the next day. I would have been in my window to do this. My wife and I decided to wait to hear from a lawyer here as she contacts one in Costa before we decide if to go back. I would need to register travel again now next week as a emergency etc. This has destroyed my Familly they are all upset. I own property and employee people and I cant even get back. I have been married 18 years and we have all the documents for me to become a Resident and Citizen but you must be in the country to put in the required docs and in person. Please anybody offer some advice. I am also willing to hire a lawyer both her and In Costa Rica but they are insistent the issue is with USA/Interpol and if I get that fixed to come back. I will also scan and post the redacted letter to share. I believe this is a good example for Janice or others to show how unjust this system is hurting good working people of all ages and economical status. I own mulitple companies and my wife is a Realtor!. WHo is this protecting and who is it punishing? Costa Rica is losing my Car Rental Hotel and Resort stay and instead I leave a depressed wife at her Moms alone for Christmas. I also wanted to add I was born in the USA and have a USA Passport but when I have traveled before most of south and central America its common to go by land to to other countries. Panama Costa Rica and Nicaragua are easily walked across the border. Many people shop and although you are suppose to stop and get a Tourist Card often people simply don’t. Unless its changed this year just showing a passport or ID has been enough. Nicaragua I believe does not have any co-operation at all with the US and Rarely these outposts have computers. I have found this in south America also depending on crossing. I believe like Europe Air Travel and not as much land Travel or Boar travel is the high risk issue. Most ports on smaller boats require YOU to check in once arrived. Cuba also comes to mind as they have been accepting American Tourists for years simply giving you a Tourist card when you show a US Passport. Please post any experiences. Thanks
My husband and I travel and have only had issues coming back with the second check. He is a Offender no underage issues. I am confused on the Travel because he told me the local Sheriffs office told him once he leaves Florida they dont require anything except the place he is going first. So if we for example go to Panama and then decide to take a cruise or go someplace else he is saying he only needs to tell Florida he is going to Panama and report once he comes back. Is that correct? Also if we say we are going on a cruise do we simply report the Boat etc or also each country the cruise ship stops!. They never ask how we are traveling just place address if available and return date. I do not want to go to Europe for example and have them blast his name all over Interpol when he could simply go to a non important country that has no issues and then fly or cruise from that location as part of our trip. We want to follow the law but minimize the damage. I am concerned with any new travel laws going in effect however we always reported 21 days anyway.
Wife and I are exactly situated. We always get stopped coming back into the country. I don’t tell anyone where we are going when we travel with our young daughters. Don’t believe my wife and children should suffer for something that occurred 26 years ago. Nor should you.

Candy — what cruise line? Was the problem with the cruise line or Bahamas customs? Secret — you can go to the Bahamas (Grand Bahama Island) without using a password. Only need a certified birth certificate and drivers license on a ferry from Fort Lauderdale called Bahamas Ferry Express. Once you’re there, you can go to other islands within the Bahamas with no problem. I haven’t done this, but their website is very explicit about it. If anyone does accomplish this, please let the group know that it works. This is one of the only nations I have found where a US citizen can visit without a passport.

I’d still love to hear about any new cruise updates (denied/allowed boarding). From my experience with cruises in the past, you don’t need a password for a closed-loop cruise (leave/return same US destination on a Caribbean itinerary) only certified birth certificate and drivers license, and you can leave the ship in any port with your ship ID and not have to go through customs with a passport. This sounds like a great work-around.
The cruise line was Royal Caribbean, and we live in Florida. We were in the Bahama’s twice in 2014 with no problem, but now were are afraid to even try traveling out of the country again. It is completely humiliating to be pulled out of line, sent to a corner and have all your luggage searched, and electronic devices looked over (mine too!). I can’t believe the US Supreme Court doesn’t believe Megan’s Law is “punishment”. I wish we could re-submit the court case heard by the court in 2003 and see if they still feel the same way about the term “punishment” when it comes to the way RSO’s are treated now. Adam Walsh was left alone in a department store toy department while his mother shopped, and his body was never recovered. Why punish my husband for Mrs. Walsh’s lack of parenting skills, and how did any of the Adam Walsh kidnapping end up applying to registered sex offenders, anyway? Hey all. I just got back from the Bahamas via the Balearia Ferry in FT Lauderdale. You can use a birth certificate and driver license, but I didn’t. I brought the wrong doc so had to use my passport. Its actually not a bad experience. Your passport is not scanned at either border. They just check that your passport matches your name on your ticket. They do scan the passport to print your ticket, but I think its to search an internal system. Let me know if you have questions. I’m happy to answer any.

This was a YEAR ago ???? I bet The Bahamas won’t let a RSO in now !!!. If so. we will head that way very soon !!. We have a Boat that has made the trip many many times !!. The Bahamas are not OK for RSO’s… I paid for my husband (a first time offender convicted in 1991) and I to take a short cruise last October, but he was denied passage to go by the cruise line. They totally refunded our ticket costs two weeks before the ship set sail, even though their policy stated in writing on our contracts that no refunds would be given that close to sailing. The truth is that although my husband and I went on cruises to Panama, the Bahamas, Bermuda, Jamaica, Costa Rica, Columbia, and Mexico in 2014 with no issues at all (and nothing has changed except we moved to Florida) now he can’t go to those country’s anymore. He a first time offender and a level 3 SO in any other state, his conviction was from 1990, long before any “Megan’s Law”… Why is he now being denied to go on another cruise, or to Disney World? We moved to Florida last year and I didn’t see the ‘RSO’s not welcome’ sign at the border, where was that?? So, welcome to hell and living in the “sunshine state”, now I know why it’s so hot here! If only I had known there were different laws in different states, and can someone explain how that equate to being a ‘federal law’? Florida has denied the right to vote for anyone who has committed any felony (other states allow felons to vote after they’ve completed their sentence). Can someone at the national level please remind Florida about the 15th Amendment to the US Constitution?

I am just wondering, with some cruise lines, disney , facebook, and few other’s.. they are privately owned and can ” refuse service” to any one, that “anyone ” seems to be registered citizens.. how long before airlines, bus lines, hotels.. etc jump on board ??
The examples you give are actually publicly owned companies. Shares of stock in Disney and Facebook are available to the general public and freely traded on a stock exchange. Many of us cannot participate in companies we own stock in.
If u we’re smart n ur a rso u would move out of Florida. Florida has the severest registration laws out of all other states. This effectively deters other rso from moving to Florida.
No, Alabama has the worst SO laws in the nation. If you had sex with your girlfriend who was underage and her mom complained and you are convicted of Rape 2 (STAT. Rape) you can never even have your own family / children and live in the house with them.
While the study indicated there were no issues at this time in Africa. I am personally aware of a registered citizen from Seminole county Fl that was denied entry in South Africa after years of business travel there due to the change in international notifications

I’m a RSO in Florida, have traveled to Germany and Italy as of late. I travel to Bermuda (Dutch) every year. I have no Felony record. I’m a registrant. You need to call each state office of tourism incoming as well as make sure your own laws are compliant to your travel plans. I have yet to be informed to change my PASSPORT identifiers.
Bermuda is not Dutch. It is nominally British. From what I have heard, Germany and perhaps Spain have declared SO registries to be violative of national law and the EU convention on human rights. A Uk appeals court declared lifetime registration to be violative of EU treaties. law. Things like the German determination is apparently one thing that has held up the implementation of an EU wide registry. Only like 4 or so countries in the EU have one at this time, UK, Ireland, France and maybe Austria and none are public after the fiasco in the UK a few years back where a couple of regrets were murdered in London after one of the tabloids acquired the list thought some form of public records request and published it. Italy is apparently also not big on such things. The Netherlands does not have a registry, but does not totally purge your records after a time certain if you are a SO.
