I have been looking into this. It appears it is 10 years from the end of sanctions for anyone who is not a predator or whatever they call it up there. If you are classified as a level one offender by them, you can petition and anytime after sanctions are finished. Thank you, FYI, it has been since1996 since offense,1997 since conviction, and 2014 since max-out without any post incaration probation/parole or restrictions,other than annual re-registration...paid for my crime, re-established myself with family and victim, and am happily married and successful in my field of endeavor.
Just want.to be able to live without the stigma of something that was so long ago,distasteful and wrong, for which i have paid in full.
Any suggestions would be welcome.

Flew to Quebec for a family funeral. Was there a week. No issues going in or leaving. Always issues coming back thru US customs.
