If 200,000 of 4,500,000 are where all resources are focused, wouldn’t it help more children to spend the money on resources, education, prevention and measures that will help the 95%?

People need to look at the facts and stop relying on what TV and news broadcasts try to portray. The facts are the facts!
There are approximately 73 MILLION children in the US under the age of 18. Of that number, the studies say that 1 in 4 will be sexually assaulted as a child. So that means that 4.5 million will be victims. If the recividism rate for a registered offender is 4.5% then 4.3 out of the 4.5 million will NOT be assaulted by a member of the registry, but by a KNOWN friend, family member, or neighbor! These laws are draconic at best and do NOT help protect the children.
