ANOTHER New SO Bill Filed HB 1333 (companion to SB 1662)

HB 1333 was filed this morning. It is the companion bill to Senate Bill 1662 titled “Sexual Offenders” and the summary is “Revises sexual predator & offender criteria; revises reporting & registration requirements; revises elements of offense of loitering or prowling by certain offenders in close proximity to children; revises provisions relating for venue for proceedings for seeking removal of requirement to register as sexual predator or offender; requires that removal of registration requirement not conflict with federal law requirement; revises requirements concerning information to be released by DOC & DJJ regarding sexual offenders being released.

It proposes some very bad changes to the current law, including (among others):

– Online schools would be included in reporting requirements for “Institution of higher education”

– “Internet Identifier” would include all website uniform resource locators (URLs), application software (mobile or non-mobile), social gaming… and all corresponding usernames, logins, screen names and screen identifiers.

– Disclosure of professional licenses in any jurisdiction.

– Clarification that international travel must be disclosed at least 21 days before the date of intended travel and now requires disclosure of departure and return dates, flight number, airport of departure, cruise port of departure or any other means of intended travel.

These are all, harsher punishments and more onerous requirements. Can you imagine having to disclose every website you communicate through?

    You know along this same vein I just noticed something on the FDLE site. Maybe I missed discussion about this and if I did I apologize. I remember when the new FL law was passed about reporting car tags etc. and what were they going to do with the info? Well it is now clickable and viewable on the FDLE flyer by clicking the “car and vessel” icon – I find that so frightening but more than that I still ask what about roommate? It is surely a violation of their civil rights to have their car listed on the registry! In puts them in danger etc….

      The roommate’s cars are not listed. Only vehicles registered to the registrant.

        Interesting…you’re right about the roommate’s cars not being listed. I did not know that.
        They do, however, still list the car I sold a year ago (with an incorrect description of it, I might add)

          Correct, Scott – unless someone else registers the car in their name, they never take it out of yours. If your car is sold in another state or scrapped, it stays on your registration for life.

    This sentence is interesting … “requires that removal of registration requirement not conflict with federal law requirement” It already does conflict with the federal requirement! When they talk about federal requirements they are speaking of AWA, correct? AWA is based on a tier system (some states have this) relating to the type of crime. It has specific time frames of when someone can be released from requirement to register. Do I misunderstand this part?

    There is already a requirement for travelling internationally and out of state if your going to be gone for more than 5 days. It’s part of SORNA and it’s guardian angel program.

    They will give you permission to leave the country and then they will contact the host country and tell them regardless of your offense that you are dangerous and they will detain you up on arrival and send you home on the next plane.

    I would just like a list of countries that we can travel too and actually vacation. The rules would be nice…

    Also I want them do define the 5 days. Is it from the time left. Time left the country etc. There’s no room for error when it comes to facing jail time because there is no rules or guidelines because it would make bad press…

    At the end of the day, none of this is pleasant for anyone involved. If everyone, changed their name to the same name “John Smith’ it would render the system useless. If we all sent 5k email identifiers. It would render the system useless. But everyone has to do it.

    In the meantime, I just want a easy to read list of things I can or can not do. A easy to read rules and regulations of travelling in the USA and where I can visit internationally. I’ve never had an issue in 15 yrs travelling until this year. They discourage travel by telling the other govt to not let you in and you don’t know until you arrive. So make sure you have travel insurance or its 5k plus down the toilet.

    This same State government that is so concerned with sex crimes that they allowed 13,000+ rape kits to go untested for years. Good job, Bondi and Scott!
