Study Finds Alarming Rise in Homeless Sex Offenders
The case comes just as a new national study is shedding light on what researchers say is a little-discussed but increasingly urgent problem: the growing number of homeless individuals on the sex offender registry.
The Cicero Institute, a nonpartisan policy group, released findings in April showing that in at least 32 states, more than 10 percent of the unsheltered homeless population consists of registered sex offenders. In eight states, sex offenders make up more than half of that population.
In California, sex offender residence restrictions, coupled with policies that bar many from shelters, have pushed a subset of formerly incarcerated individuals into street homelessness. Shelters often exclude registrants from programs, especially those near schools, parks or senior facilities.
According to past surveys, 71 percent of homeless shelters in multiple states bar entry to registered sex offenders outright, regardless of their offense or risk level.
The Cicero Institute recommends developing specialized housing models for homeless sex offenders, expanding secure transitional options under close supervision, and enhancing tracking systems to prevent violations.
The report also calls on federal agencies like HUD to begin tracking sex offender status as part of their annual homeless assessment reports — a step that advocates say is essential for public safety planning.

Here is the original report. And the Cicero Institute is FAR from non-partisan. It leans to the conservative side and some of the statements made in the report aren’t kind to us.
What they write makes it hard to take them seriously in recognizing their points.
Lord, please send Your help, healing and provision to those who are being destroyed because of laws that give a Life Sentence to someone who has never touched or harmed anyone. The registry is a lie & failure. Please raise up a voice of reason and common sense in our legislators. 🙏🙏
Dear Lord, please protect and heal the victims of these horrible acts. God bless, Amen 🕊️
Lord please 🙏 for victims who were touched..Amen
@ D
God can do ALL things so He can answer the prayers for both the victims and the accused.
The funny thing is, God will always forgive (If you are sincere with your request) but humankind is not so forgiving.
And on a side note, my victim never contacted me, never showed up to court and some almost 40 years later has never bothered me. Yet some people I have never met, I never harmed or have no connection to me, seem to want to harm me just because I live around them and am on the registry. Messing with me is just going to ruin their life when either I have them arrested or they kill me, either way they have ruined their lives for two people they did not even know, me and my victim.
Cherokee
Why would you have them arrested? Did they actually harm you
What is obsession with calling every person a troll? I do not call every person here who is not me a goat or water buffalo, for example. Sheriff officers should not commit crimes, but I think what that guy did is better than sex predatory stuff. As long as they keep us safe in communities from predators, it’s okay in my book. Thank you and Amen
Your first mistake is thinking LE is going to keep you safe lol.
@no end
We need to get this added to the dictionary ASAP lol
“sex predatory stuff”
I am going to put that on my next job application when they ask if I have ever been arrested.
You just cannot make that stuff up.
Cherokee I’m serious 😂
If anyone thinks this registry is going to keep them safe they’re in for a rude awakening. Where was the registry when first time offenders committed their crimes? And the few who do sexually reoffend, where is the registry to place a blanket of protection around them. It’s all illogical nonsense lol.
Mo end
Always have kept me safe
E, yea? Give me one scenario.
No end
Helped me to deal with crazy stalking neighbor
I have to disagree. Breaking the law is not ok. And LE is not going to keep you safe. By the time they show up to the scene that are there to take a report.
What’s the point of complaining? No one is going to listen. If it doesn’t affect them then they won’t show any care whatsoever. You can get put on the registry for false conviction or urinating outside. Public doesn’t care, because they will lump everyone the same. This is how humans are.

Wrong statement people care

No the comment was a troll. That wasn’t an opinion made by Baba. He was insinuating that police corruption was ok. It’s not.
Mr bwj
Let’s not worry about police ( they make mistakes just like offenders due. Be fair
friend of mine mr C was just released from Madison CI, can he join the Forum?
Thank you
This forum is open to the public.
What happen with:
Innocent till proven guilty in court of law? That goes for everyone who commited alleged crime
Trust me I spend my workday in court 8 hours a day.
M
Your statement about the sheriff is a troll. It wasn’t an opinion. You seem okay then with police corruption. The fact that you told me to silence my own words only further support my beliefs that you are nothing but a troll.
Bwj
Your certainly entitled to your opinion( that’s what this place is for,) On the other side, allow other person to express his or hers opinion.
Thank y
