FAC Requests Map from Union County Sheriff
Below is the body of a letter that was sent to the Union County Sheriff from FAC’s Executive Director. If you live in Union, “travel through” Union or are otherwise impacted by the new ordinance, please let us know.

Dear Sheriff Whitehead:
I am the Executive Director of the Florida Action Committee, Inc. (“FAC”). FAC is a 3,000+ member nonprofit organization that focuses on public safety. We advocate for laws based on empirical evidence and best practices. Among our members are people required to register as sexual offenders in the State of Florida.
It was brought to FAC’s attention that Union County recently enacted the above-referenced ordinance. Among other provisions of the ordinance is Section 6, a prohibition against “travelling through nor remaining” within 2500 feet of a school, daycare center, park, playground, or school bus stop, absent 7 circumstances.
The use of the conjunctive “nor” in the language of the ordinance, prohibits even walking or driving through a 2500 foot exclusion zone. The omission of common tasks, such as grocery shopping, visiting family, or getting a haircut, from the list of 7 exclusions, effectively prohibits a resident of Union who is subject to the ordinance from performing these tasks without serpentining around vast, unmarked exclusion zones. It would also prohibit a registrant merely travelling through Union on their way to a neighboring county from driving along SR 121 or SR 16 because of all the schools, daycares, parks, playgrounds, or school bus stops which are located within 2500 feet of those roads.
Because the ordinance subjects the individual to a fine, 60 days in jail and arrest for a violation, it also prevents the individual from ever petitioning for removal under F.S. §943.0435(11). This presents a significant concern to our entire membership.
For that reason, I am writing to request a map of Union County that shows all the locations which a registrant can lawfully “travel through” without violating the ordinance. Due process requires that individuals who are subject to arrest under the ordinance are given notice of where they can and cannot travel through.
As your agency will be charged with enforcement of the ordinance, I trust you have this information and will provide it to us expeditiously. Since the effective date has passed, time is of the essence.

Eugene V, Debs and FAC, My opinion, there should be no exclusion zones too begin with. But the counties and municipalities are getting away with it. So, if you have Exclusion zones and no one knows where the exist. That is a set up for failure. I will also put in $250 for this cause. This effects every PFR in Florida. ALL PFR NEED MAPS! Maps of every county in Florida. If ok to ask. PLEASE DONATE. Even if its a dollar. Anything will help. This is only going to get worse in Florida.
I would like to see a certain fund raiser set up for this also before I send money also. Can this be done like in other fundraising for other challenges too.

I do not know why but each day I go online, I have to look in my spam folder. I will get 20 or so F.A.C comments in my email, but later when I am done, and check my spam, for some reason some of the F.A.C posts are going to spam. I do always check but wonder if everyone else on here does as well. At least once a week I get a F.A.C comment/post or story in my spam folder.
Mark the emails as “Not Spam” in your email client. If you whitelist the email address it should not happen
Thank you for sending that request. Being local to that area, not living in that county, but used to travel through it. If local ordinances are passed, why don’t they have to notify every person required to register, say with in 4 hours drive of their location. People due travel in Florida, I could not find this ordinance filled anywhere in the last 24 hours. So I would be traveling blind, thinking I was not breaking any laws. Again thank you for keeping on top of the laws they change with out notice. Side note, I listened to that hearing. They kept saying they advertised what they were talking about in this hearing. I couldn’t find it anywhere.🧐

I don’t know if me having to travel a different route would be strong enough. But if you could find someone who lives in the county it would be strong. Especially if they live in between two exclusion zones and can’t leave their house.
It’s my understanding based on Brevard County’s B.S., that a public map of all daycare facilities including private homes is not available because it could be used to commit crimes against children.
So, basically you have to guess.
What a horrible life you must have if all you do is sit and daydream nightmare scenarios for someone attacking children. It seems that is what happens most. Someone decides that PFRs are constantly looking for ways to commit terrible crimes and imagines how it could be done. I would think that these people are the demented ones that need watching.
Sitting around all day imagining children being abused… they should be on a list!

A listing of all licensed daycares is available from the state. Your source in Brevard is incorrect. There may not be a map, but there’s a list.
So, take the existing list, validate the list to ensure they are active businesses and when they are active (not just sitting on a license to take up space), make a map, publish the map, distribute the map, and watch the sh*t hit the fan when that info spreads like a summer wild fire in the wind. Then someone needs to continually update the list and the map accordingly. Sounds like the work of an intern (or one of those LE explorers who ride along to me that is tech savvy and do the work in a week).
So, with the existing list, then the info is already public that the public fears could be used against them by those who they fear would do such. What is the problem?
