Pasco Sheriff Sued for targeted harassment under “predictive policing program”.
Several individuals filed a federal lawsuit yesterday against Paco County Sheriff, Chris Nocco for repeatedly harassing them, not because of what they did, but what they “predicted” a family member might do.
Essentially, what the Pasco Sheriff did was create a “list” and then send his deputies out to their homes to surveil them at all hours of the day and night looking for petty offenses to fine or arrest them for.
When you read through the lawsuit (which is linked below), you might get a tinge of PTSD from your own experience being monitored as a person required to register as a sex offender. No individual should be subjected to harassment like this.

It’s called law and order. The sheriff just happens to be the at the bottom of the totem pole bringing in the meat with stupied laws…No meat, no checks for the the college grads on the top. Why you think they came out with all these petty rules at the same time marijuana became legal? I’ve registered over 20 years my kids are grown and either in college or moved out I am retiring and want to travel for a few years in a motor home it has always been my wife and I dream. This is impossible. This is punishment. I’d have to Register almost every state, couldn’t stay in most parks have to humiliate myself hundreds of times every state is different, every county is different. They should just let us opt to have a tracker put inside you and turn you loose I’ve broke my back for my family my whole life and now I’m a burden on my wife. I know no one gives a fuck. Hella punishment I’m under. What’s messed up is we took deals then they go back on those deals adding more and more. Why can’t we sue the state for breach of contract regardless what the federal level says? Really we are so depressed Together anymore wake up everyday to research how to do something no one else has to worry about as simple as loading up and going on a road trip which may well result in an arrest my wife and I have recently separated so she can be free and she can use her passport finally and travel to England, etc. I forced her to leave self destructing our marriage so she would leave which resulted in a year to fully separate due to her legitimate suicide attempts. We are still close friends she is living with a guy that is successful and she is happy again which is all I wanted. State has gone way too far. I wake up everyday wondering why I’m even here this life sucks

– Yep. I am a few years away from retirement an plan on traveling the country with the mrs. for about a year. I have an attorney. Told him my plans and that I’ll do my absolute best to properly register wherever we may and up for a day or two or 10. wherever the wind may take us. but registering everywhere going to be impossible, I just know it.
I could cut and paste my comment from the article concerning clemency laws….. this type of behavior, that’s accepted, and I’m willing to bet even applauded, by a large number of Pasco county residents stems from the “Law and Order” “Lock em’ up” social/political atmosphere that has kept Sheriff Nocco in office this long.
We face the same issue here in Brevard county with Sheriff Ivey and his “Wheel of Fugitive” YouTube video he regularly posts. Recent articles in the local paper have shown that some people on the wheel are already in jail or LEGALLY out of detention.

Hopefully by this case being filed at the federal level it will be beyond the reach of the typical courts that dominate the Florida judiciary.
As stated in this , it is a common practice of police to do this harassment procedure. I even had one officer admit that he had informed the codes violations officer to keep on me . I would get citations for things like I had a low tire on my car , or Ild pulled off the driveway on to the grass , or go with a tape measure and measure my grass to see if it met codes.
I hope they sue enough to make an impact. This stuff has got to be stopped.

This so called Predictive Policing Program is reminiscent of the movie titled “Minority Report”
Floriduh “law enforcement” hasn’t changed since the Reconstruction Era [1865-1877]. Draconian punishments for petty offenses, harassment, illegal searches and seizures, verbal threats, etc. All “enforcement” is solely to keep the jails and prisons full so the state and federal dollars keep rolling in and the size of the police state continues to bloat.
I watched a video of an alleged bank robbery in Jacksonville recently. I counted no fewer than 50 JSO, FDLE, ATF, FBI, and even DHS vehicles. The divided highway was filled with officers on foot with guns drawn.
I don’t think things will ever change in Floriduh. 90% of the local sheriffs and deputies have a herd mentality. Not to “serve and protect, but to “harass and arrest.”
I agree, when I was arrested there was multiple agencies from different counties. My whole street was blocked off. All for someone down loading a few video clips. What a waste of resources. It’s amazing the amount of money spent to arrest me the put me in prison for a year. Where that money could be better spent. I imagine 10’s of thousands of dollars
