We spend a lot of time reading about enforcement, restrictions, and the problems facing people on the registry. Those stories matter. On Sunday, we also want to make room for people moving forward and developments that give our community some encouragement.

This week, we are sharing a personal story of rebuilding, progress on registry removal in California, and a constitutional ruling from Minnesota. We have also included three FAC articles from the past week that you may have missed.

🌱 Building a Business and Helping Others

In an August 5 interview published by The (M)Other List, a Texas man identified as BC describes starting a paralegal business after his release from prison. He is living on the registry and has faced the housing, supervision, and financial challenges that come with trying to get established again.

He also describes getting married, building his business, and creating work for others. According to BC, most of his employees are formerly incarcerated or have an incarcerated family member. His wife, a licensed private investigator, works alongside him.

BC says his firm helps people prepare documents and pursue requests involving supervision. He also mentors other men, encouraging honesty and accountability when they have difficult conversations.

There is encouragement in seeing someone rebuild his own life while helping others find their footing.

🌿 California: More People Granted Registry Relief

ACSOL’s September 17 report on the California Sex Offender Management Board meeting showed 474 additional petitions granted for removal from the registry since the May 21 report.

The cumulative number of granted petitions rose from 10,583 to 11,057. That increase covers roughly four months, rather than September alone.

For the people granted relief, this is a change they can carry into their everyday lives. It is encouraging to see an established path to removal producing results.

⚖️ Minnesota: A Court Recognizes a Constitutional Limit

On August 19, the Minnesota Supreme Court ruled in Siegel v. Evans that requiring Chad Siegel to register under the circumstances of his case violated due process under the Minnesota Constitution.

A trial judge had acquitted Siegel of kidnapping because the evidence was insufficient. A jury convicted him of assault, which independently did not require registration. The state nevertheless imposed registration based on the kidnapping charges and related assault conviction.

The Supreme Court rejected that application of the law. The ruling specifically addressed a trial judge’s judgment of acquittal. It did not decide every situation involving dismissed charges or jury acquittals.

The case was returned for consideration of a filing-deadline issue, so we cannot report that Siegel has been removed from the registry. What we can recognize is a meaningful constitutional victory in his challenge.
