CA: Sex offenders will not be banned without exception from school grounds after state bill is shelved

The state Senate Appropriations Committee on Thursday shelved a bill that would have banned all registered sex offenders from school campuses without exception.

Senate Bill 26 by Sen. Connie M. Leyva (D-Chino) would have made it a misdemeanor for a registered sex offender to enter any school building or grounds without lawful business.

    Many weird things happen in California but this shows that there is a trace of common sense even in California. Most of the sex offenses I read about in the paper are not committed by RSO’s and many are committed, not by RSO’s entering school grounds, but those who are employed there. It’s high time that our legislators realize that most RSO’s are not about to re-offend and it is those who are stupidly committing such acts for the first time …or being caught for the first time…who are the perpetrators of most offenses. It’s difficult to believe that anyone would want to intentionally be a sex offender and live through the misery that goes along with it.

      I partially agree with you, Capt Charles Munsey, Jr. Nobody will want to intentionally become a sex offender, but the way the law is designed even if one has never touched another person or forced anyone into sexual activity the mere fact that people fear the trial may go wrong and suffer the maximum amount of time in prison the individual end up pleading the case which in the State of Florida makes people a mandatory RSO. There is a movement going on now to streamline this issue. Hopefully we see fairness to it where a person who stumbled across child pornography shouldn’t be RSO when one who raped a child is walking around free. Thank you for your comment, it makes one think deeper.
