If you Registered in Florida in July or August, please complete this survey. The Legal team and attorneys on the Ex Post Facto I case need your help.
On March 27, 2024, Judge Hinkle in the Northern District Court of Florida issued an Order in the case of Harper vs. Glass (formerly known as Ex Post Facto II). The order required FDLE to enable persons with the “Offender” designation to report temporary addresses for travel within Florida online using the FDLE Cyber Communications System (CSS).
In summary, 1) Only persons with “Offender” designation are eligible to report online; 2) Out-of-State travel requirements DID NOT CHANGE. All registrants must continue to report out-of-state travel in person; and 3) When out of state travel is reported to the Sheriff office, it is NO LONGER required to report the temporary address to the DMV.
We have prepared a survey to determine whether or not the Judge’s order is being implemented by sheriffs throughout Florida. Your timely response will help us prepare for the next case to be heard in the Southern District Court of Florida. All responses are confidential and will only be shared with the Attorneys representing plaintiffs in the Does vs Glass case (formally known as Ex Post Facto I).

This is the first I have heard of this. Any time anyone asks a question at our local office they get yelled at to read their paperowrk, that its not their job to educate registrants. Which makes me wonder, what about registrants with a diagnosed ADA disability which affects their ability to read or reading comprehension?
I went in for my semi-annual registration last month and mentioned an intrastate travel happening at the end of September. I’m not sure if the officer did not know about the new ability to report it online, of if she said she was not not familiar with the FDLE site. Anyway, she added it for me and explained how it all worked. It just so happens that the trip got canceled and I did go online and cancel it myself. Very simple and easy, for a change. By the way, when they are nice and helpful, it makes me more nervous than when they are not.

Or maybe they are so use to registrants, sometimes people are NOT jerks. Where I go, they are always professional. They may think we are disgusting but they never show it. One Sheriff’s employee was joking with one of the guys at the window and we all laughed.
I moved from another county about 18 years ago because the place I went to in that county was worse than the KGB.
‘No, unfortunately you still have to come in,’ said St. Johns registration of intrastate travel.
It was apparent that no one had notified them of the court order. They simply weren’t aware.
For what it’s worth here: Home is Florida. I transfer to South Carolina for 8 to 10 months of work. My Driver’s license was set to expire this year. I drove to Florida, updated my license and drove back to South Carolina. A few days later I got a call from Florida Sheriff and was asked if I went to Florida to update license, I said yes “, in and out”. I was advised that If I ever do that again I need to contact the Sheriff’s office where I have to register before I travel from South Carolina to Florida…. info for what it’s worth..
Recently registered here in Brevard county.
There was nothing posted regarding any changes to the laws and they never mentioned anything. I didn’t ask about any updates or changes in laws or procedures so I have to take some responsibility for that.
Also, have to compliment all of the people at the registration office. In 13 years of registering I’ve always been treated respectfully.
i filled out the questionnaire about 10 min. ago for vol. county & i answered that i was in & out, but now i recall while i was waiting for them to print out the paper-work i looked around for something to read and there was nothing. just the usual crime stopper stuff.. i tried to go back to the questionnaire to make correction. i was’nt able to.
We will note the comment on your completed survey. Thank you!
I re-registered today in Hillsborough County. Not one word was mentioned of any changes.
Hello sorry to bother you with this, i also registered in July and this is the 1st of me hearing this and then today I get a letter today from FDLE, did you get a letter? I also register in Hillsborough (Orient On the part if you got the letter its says something about In State Travel, can you tell me if I’m able to spend the night at a friends house or go to the beach for more than 3 days as a sex offender. Any information you can tell me would help me out cause I have a hard time understanding things, to many head injuries in my time to be honest
Not going to say where I register, however, they do not tell us nothing. I have been registering since 1997 and have never once been told the rules. Once we sign, they ask if we left any information out, or if we have any new marks, scars or tattoos, and if we have any updates on living arrangements and vehicle info.
Never once told about any new ordinances or new rules. Just sign and go. They register about 200 people a day where I go and push us out like conveyor belts (which is fine with me, in and out).
Couldn’t have said it any better.
@ Proactive
Thanks. Stay strong, Stay blessed.
Ive sent a copy of the update and travel forms. Nothing posted except the new residency ordinances for volusia. They make mention of the march decision on the form but its def not what has been posted here.
They push you in and out because they know the registry serves absolutely no purpose at all. The Fed sends money to the State, who sends it to the FDLE and Sheriff’s departments. It is all about the money and politicians sending out their BS at election time to get elected.
I agree. Overkill. Correct analysis. Local level has power to have police knock on your door monthly. I tell the cop thanks for raising the dead . While we’re at it bring President Reagan back to please.
@ Overkill
Once I got out of prison, the Sheriff’s office I was registering at did one on one registrations. A deputy took you in a private room and for 90 minutes took your fingerprints, ask questions that was none of their business and more. It was more of an interrogation and there were no witnesses in the room, just you and the interrogator.
By time you left, you felt like a piece of crap. As soon as I was off probation, I left that county faster than an Olympic runner.
