In a move that will likely trigger constitutional challenges, Guam Senator James Moylan introduced a bill today that will toughen the requirement for chemical castration from voluntary to mandatory.

 

The drugs are a mixture of hormones and anti-androgen drugs that lower sex drive. It is generally considered reversible when treatment is discontinued; however, there are side effects like bone density changes and increases in body fat and long term effects of heart disease and osteoporosis.

 

The bill would apply to qualifying sex offenders that have been released on probation or parole, and would force the registrant to pay for the therapy.
