IL: Illinois Targets Registrants’ Drone Ownership

Illinois Rep. Katie Stuart (D–112th) has introduced HB4332, a bill that would require individuals on the state’s Sex Offender Registry to disclose drone ownership to the Illinois State Police, including the make and model of any drone they possess.

Under current Illinois law, individuals on the registry are required to provide a current photograph, home address, employment information, phone numbers, email addresses, instant messaging identities, and details related to internet communications. HB4332 adds drone ownership to that long reporting framework. Supporters argue that camera-equipped drones present obvious voyeurism risks and that tracking ownership fills what they see as a gap in the system.

This is not the first time Illinois lawmakers have attempted to address drones in connection with registry status. In a previous session, HB3649 proposed making it a Class 4 felony for a registrant to operate a drone for the purpose of following, contacting, or capturing images of individuals while under conditional release or other court-imposed supervision, with a second offense escalating to a Class 3 felony. That earlier proposal targeted specific misconduct. HB4332, by contrast, focuses on ownership itself, regardless of whether any misuse has occurred.

The larger issue is not whether voyeurism or harassment should be prosecuted — they already are crimes. The question is whether the registry continues to evolve into an expanding inventory of lawful personal property and activities. Each addition may appear minor on its own, but collectively they reflect a steady broadening of reporting requirements that extends well beyond the original offense. It’s another item to have to remember to register and another opportunity to catch a new arrest for simply forgetting to do something. HB4332 is another example of that ongoing expansion, and whether it meaningfully enhances public safety or simply deepens perpetual monitoring is a discussion that deserves careful scrutiny.
