Man who killed registrant deemed incompetent

In 2023, a Minnesota man, 27-year-old Levi Axtell was charged with second-degree murder after admitting he fatally beat a 77-year-old man with a shovel and then finished him off with a large moose antler. Axtell claimed that the man — a convicted sex offender — had stalked and groomed his young daughter, though these claims lacked independent corroboration. As the legal process unfolded, Axtell’s mental health became central: a court-ordered evaluation found that he suffered from severe paranoia, hallucinations, and fixed delusional beliefs, including the idea that he was a “hero” for killing the man to protect others. In July 2023, a judge ruled him incompetent to stand trial. A more recent, two-day competency hearing in April 2025 reinforced that finding: in written findings, the court noted that Axtell “suffers from ongoing delusions that prevent him from rationally consulting with his legal counsel and participating in his legal defense.”

While the murder victim had a decades-old conviction from 1979 – nearly a half-century ago, he had no recent arrests. All claims by Axtell against him were investigated by authorities but not substantiated.

This case underscores serious concerns about how public notification of sex offender registry status can fuel fear, vigilantism, and ultimately risk to registrants. The transparency intended to protect communities also exposes individuals on the registry to extreme danger.

    I got a neighbor who two nights ago yelled out he was going to hunt me down and kill me. I don’t know who it was. But I could pick the voice out of a line up.
    My charges were abuse not assault. No sex. I stopped after she admitted she wasn’t 18.
    She looked 20. It takes two to tango. No grooming or anything else. 1996. 29 years ago.
    Now I got someone threatening my life at 9:15PM at night. And an attorney (Ron)who says no chance of getting back off again. Nolle Proseci arrest in 2011. Arrested yes. Exonerated yes. Charges dropped yes.
    I’m unarmed and unable to protect my wife and children. Lost my career job because of retroactive relistment. Completed 10 year registry in 2007. Forced return in 2024. No one hires someone on the list because insurance companies say nothing good can happen.
    The worst part of this is I’m finally facing in the dark what people have been saying here for awhile. This article reflects the genuine reality of hate. If I get hunted down people will come for me. If my family gets hunted down people will come for us.
    We don’t want to die.
    Cops won’t help. They started the hysteria.
    I can pick out one distinct voice in a line up that makes “I’m going to hunt him down and kill him” comments. It makes me nervous to be near someone like that.
    I had peace and prosperity from restorative justice for years. Now I’m hunted.
    Burn the Constitution. Maybe it’ll give me some heat on a cold night.
    Recidivism rate here=0%
    Florida legislators I pray sanity and justice prevail. Mr President repeal SORNA, or at least repeal retroactive legislation. I want back off this hit list.
