Missouri to Create Tiered Sex Offender Registry
Effective August 28, 2018, Missouri will undergo some changes to it’s sex offender registry. For the most part, these changes are good, common sense changes that will afford some persons required to register the opportunity to be removed.
Among other changes; the Bill (SB 655) that was signed into law by the Governor last month:
- Clarified that the requirement that individuals must register within three days of adjudication, release from incarceration, placement on probation, now is three business days,
- As opposed to previously, when there was only one tier that required registration for life, the new law creates three tiers, the lowest of which requires registration for 15 years with the opportunity to petition for removal after 10 years.
- Increases the age to marry from 15 years old to 16 and provides that someone over the age of 21 may not marry someone under the age of 18.
- Removes the statute of limitations (currently 30 years) for prosecution of sex crimes against children.
The tiered system will mirror the Federal Government’s tiers (SORNA).

Removing the statue of limitations concerns me greatly isn’t 30 years more than enough time for a alleged victim to decide if they want to take legal action What about the accused who could have his/her life ruined by just the allegation in their golden years. I think that’s going to far
You’re not wrong; at least not entirely. Its true Florida has some pretty draconian laws for RSO’s; but then again so do many many states. My conviction is from Illinois and the stories I can tell you are pretty horrific. But I found most states have a different set of laws for RSO’s if their conviction is from another state. Once I left Illinois (for Minnesota), I found life could be as close to “normal” as I could get. Now Florida isn’t paradise for me but its not that bad as again, I have a different set of rules to live under. So I recommend leaving your state of conviction once you are off parole/probation and start over.
What are your different set of rules of registration/ to live under since your conviction was in a different state? My crime was committed in Michigan and have now been in Florida for over 6 years for family sake. It seems I am under the exact same registration laws as everyone else….and with no tier system.

Since I live in a county area, not a city one, I have no restrictions on where I can live but since I’m listed under the “predatory” umbrella I report twice a year to the sheriff’s office, and have a deputy swing by my house once every 90 days or so to check on me. I can’t go into schools but thats not an issue as my kids are grown. I have to do the usual updates for changes in address, employment, and phone number but thats pretty much it.
Well then there you go…if you live in the woods as a hermit without kids then you remove many many many of the issues that those with families, trying to raise kids, find work, find housing, avoid vigilantes and so forth deal with on a daily 24/7 basis.
Most are not in your situation.
Yes, the tiered removal scheme seems to be inline with AWA and that’s a damn good thing. But before I move to Missouri, the last item, “Removes the statute of limitations (currently 30 years) for prosecution of sex crimes against children,” has me concerned.
As we have seen with the so-called “Me Too” movement, decades-old baseless allegations are taken as gospel and ruin someone’s life for some things as benign as asking for a date or sexual harassment (not assault).
If not Missouri, other states offer relief where Floriduh never will, barring a Supreme Court victory:

Floriduh’s 25 years without a misdemeanor, when you have a target on your back, is impossible to comply with, and they know it.

Unfortunately, my experience here in Michigan is that when they went to a tiered system, it just gave them an excuse to treat people on the lifetime tier more harshly than ever. Lets them label you as the worst of the worst. The majority of offenders in Michigan are there for life. And any decrease in the statute of limitations for any crime just makes it more difficult for a person accused to defend himself. For example, where were you on August 17, 1988? If you can’t remember, then how can you prove you weren’t at the scene of the crime?
Interesting…had anyone heard about this prior to today? Seems to have simply been done.
Now that Missouri and California have passed legislation to comply with federal law and implement 3 tiers, what state(s) are left besides Florida?

Now, If Florida would only jump on this “Band Wagon” and reform The Registery here !!!!. But, Don’t see that happening !!! Florida is to EVIL AND MONEY HUNGRY !!!. Florida seems to HATE ANYONE that has made a Mistake in their past !!. Florida doesn’t believe in “Second Chances” !!. Florida doesn’t believe in “, Paying your debt to Society” !! Florida is one of the Evilest and HATFUL states in the Country !!. You would think that a State would want it’s Citizens to “Do BETTER” !! You would think that a State would want it’s Citizens to be able to SUPPORT THEMSELVES AND THEIR FAMILIES !!!, You would think a state would want it’s Citizens to Be a PRODUCTIVE Part of Society !! But NOT FLORIDA !!!. Once you “Screw Up” in Florida, Your “RUINED FOR LIFE” !!!!! And Florida will BEAT YOU DOWN until you do one of three things, 1. Turn to Illegal acts to survive, 2. End up in PRISON or 3. Move out of the state to somewhere with a little more COMPASSION !!!!!!. And since I do want to “Break The Law”, Or End up in Prison, I’m having to MOVE AWAY from EVERYONE AND EVERYTHING I KNOW !!. Just to get a “Second Chance” at life !!!!!!. I pray that Florida and it’s Evil People Of Power And Control will “Wake Up” one day very soon and Realize that a person that is given a SECOND CHANCE, Usually Takes It and APPRECIATES IT, And uses it to “Move Past” the MISTAKE they made while being Young and Stupid !!!!!. Or made a Mistake that was because of Someone “Lying” and “Broke The Law” UNINTENTIONALLY !!!!!. EVERYONE DESERVES A SECOND CHANCE !! And sometimes even a 3rd chance depending on the circumstances !! But people like me and THOUSANDS of others in Florida had a PERFECTLY CLEAN RECORD and ACCIDENTALLY Broke A Law ONE TIME !!!, And Are now RUINED FOR LIFE!!! . This just IS NOT RIGHT !!!!!. . Florida claims to be a “Christian” State, A State that “Believes In GOD, Yet GOD says, Turn the Other Cheek !! And God says “Ask For FORGIVENESS, And It Shall be GRANTED” !!!!!!. Well, Florida, We’re asking (begging) for “FORGIVENESS”, Please Give it to us !!!!!????.

The bottom line is regardless what the humans in the Florida government think, they are NOT gods.
Why are they allowed to make their own rules up out of thin air and ignore the most basic rights that ALL American citizens have with or without their blessing?

Good Luck on getting “Forgiveness” from Florida…… I left that state almost nine years ago. I had a few friends there I missed dearly. And one died two years ago.I was afraid to attend the Funeral knowing some how some way I end back in the Florida System. We all broke the law and we all want a second chance. I am afraid to say it will not happen in Fla. I moved out west to get out of that state.Maybe it is your best for you to stay. But for me I am living a some what normal life even though I am a State Registry. I have not been harassed by anyone or the police. And The police are too busy because of illegal people to come bug me. I do get a letter in mail to comply. And a visit from them once in a blue moon. They asked my Landlady if I am living here and not my neighbors. I get flyer in mail about others in my area. The point I am making is I am free from Fla laws. and live a life of being crime free. Tired of Mistreated I feel for you, I really do.Only you can weigh the Pros and Cons of getting out of Florida or staying. There is no escape from being on any state registry but some breathing room in my state. Good Luck with your Decision!!
