Motion Filed to Stop Implementation of International Megan’s Law
A Motion for Preliminary Injunction was filed on February 19 asking the U.S. District Court to stop implementation of International Megan’s Law (formerly HR 515 and now Public Law 114-119). If granted, the motion would temporarily prohibit the federal government from both adding a conspicuous, unique identifier to the passports of registrants and notifying foreign countries of registrants’ plans to travel internationally.
Six declarations were Included with the Motion, including declarations from the Association for the Treatment of Sexual Abusers (ATSA), Dr. Tom Tobin of Sharper Future and criminal defense attorney Alex Landon. The declarations of by ATSA and Dr. Tobin included statements that International Megan’s Law will not halt child sex trafficking and could result in significant harm to hundreds of thousands of registrants.
“We are grateful for the support of ATSA in our efforts to stop implementation of International Megan’s Law,” stated CA RSOL president Janice Bellucci. ATSA is an international organization dedicated to preventing sexual abuse through research, evidence-based practice, public policy and community strategies that lead to the effective assessment, treatment, and management of individuals who have sexually abused or are at risk to abuse.
A hearing date of March 30 was requested when the motion was filed. The federal government’s response to the motion is currently due on March 4, however, both dates could be postponed if the government requests a delay.

Thank God others have mentioned Sharper Future contracting BergDavis Public Affairs to do its dirty work. I am of the opinion that if Sharper Future, Tom Tobin and Mary Perry-Miller can’t explain themselves to the public, and sees necessary to contract a firm like BergDavis, just how effective are Tobin and Perry-Miller at doing the “important work” they allegedly provide? Because judging from the endless sea of Sharper Future complaints and criticism on the web, Tobin and Mary Perry-Miller are just a duo of snakeoil salesmen, masquerading as psychologists, who may or may not have used Tom Tobin’s casomb vice chair position to procure a disproportionate amount of state contracts. Equally alarming is how does Tom Tobin not see the inherit wrong in his casomb and CEO positions? My wife, as well as my neighbors in Duboce Triangle, don’t want Sharper Future here. And we certainly do NOT need the hired guns at BergDavis to “educate” us to the ‘important work’ that Sharper Future does not seem to provide.
I am not one to knock-down other people, but the California Sex Offender Management Board is not exactly an ethical bunch. Jerry Powers, “Chief” of L.A. County Probation, was once a CASOMB member and he resigned due to alleged misconduct. Tom Tobin is “vice chair” of CASOMB, yet he happens to also be CEO of Sharper Future which has millions worth in state parole contracts? I don’t think this is coincidence but a clear case of conflict of interest, lol. Who in government will take action against Tom Tobin when the 10+ members of CASOMB are law enforcement themselves? Tobin is clearly protected in his unethical “treatment” and “therapy” tactics. It’s up to us to stop the Tobin-types from imposing their greed and wrath on other humans. It won’t be easy, however. And it requires that registrants take a stand against abusive sex offender “treatment” tactics.
I am familiar with the Duboce Triangle, Sharper Future, Out of the Closet incident. I too searched “Tom Tobin California Sex Offender Management Board” and was directed to this post. My wife and I were in attendance at the meeting. Tom Tobin and Mary Perry-Miller were indirect and avoidant with their answers. My wife mentioned Tom Tobin resembled the appearance of a rabid chipmunk. But it was not Tobin’s chipmunk resemblance most disconcerting, but Tobin and Perry-Miller’s self-entitled arrogance directed at my neighbors and I. Not to mention Tobin having lied about not servicing high risk sex offenders. High risk or not, I don’t care because I think people deserve a chance to work on their issues free of judgement. But I think many are so caught up in “sex offender” hysteria that we are remiss to notice the likes of Tom Tobin — who happens to be CEO of Sharper Future (with millions in state contracts), while in a leadership capacity of CASOMB (a state agency). This seems like corruption in plain view folks!
There is only one Rob (and his wife) that I know of that would make an accurate comparison to Tobin looking like a rabid chipmunk. (A.C.)
It isn’t just Sharper Future CEO Tom Tobin who is responsible for the corruption and unethical therapy described in this post. Because Mary Perry-Miller jointly owns Sharper Future. I know this first hand because I helped protest Sharper Future trying to sneak into my neighborhood in January/February of this year. There was a big meeting in which Tom Tobin and Mary Perry-Miller outright lied — on many different topics — to several hundred of my neighbors. My neighbors and I yelled “liar” to Tobin as he spoke in stark contrast to the research we had done about Tobin and Perry-Miller’s Sharper Future scam. Now Tobin has hired a public relations company called Berg Davis to “educate” my neighborhood. The hiring of Berg Davis reminds me of corrupt SuperPACs that do the dirty work of special interests. In this case, Tom Tobin and his Mary Perry-Miller sidekick have allocated their state government contract money, funded by us taxpayers, to push propaganda. IMHO, Tobin and Perry-Miller are greedy frauds!!!
I agree that Tom Tobin & Sharper Future epitomize corruption in the worst way. Tom Tobin has cultivated a so called registered sex offender “treatment” program (Sharper Future) that relies on unethical tactics (no confidentiality in treatment, reliance on the inaccurate Static-99 scam, use of polygraph abuse, unlicensed “clinicians,”). Then on top of Tobin’s unethical shenanigans, Tobin exploits his leadership positions as CASOMB chair & Sharper Future CEO that pose a clear conflict of interest. I think I am not alone in saying Tobin should be stripped of his psychologist license, stripped of his fake Ph.D & sent to prison for being a corrupt hypocrite. It’s absolutely disgusting that Tobin now pretends to care of RSO civil rights, when even as far as the 1980s Tobin helped cultivate hate & worsening laws in order to make himself profit & power. Make no mistake: Tobin only protects himself. Tom Tobin, like a true coward, will do anything to protect his self-interests as RSOs begin to stand up for Rights!!!
Thomas Joseph Tobin is a fraud, two-faced, psychologist. Tom Tobin is CEO of Sharper Future. Sharper Future holds multi-million dollar sex offender “treatment” contracts with CDCR worth millions of dollars. “Dr.” Tom Tobin is also vice chair of the California Sex Offender Management Board (CA SOMB). Tom Tobin’s dual relationship as CEO of Sharper Future -AND- vice chair of CA SOMB pose a clear conflict-of-interest tantamount to corruption. It is no wonder Tobin’s Sharper Future has monopolized CDCR contracts; it’s a result of an unfair competitive advantage! Tom Tobin has spent his fraud career advocating the inaccurrate Static-99/R scam, lie detector exam, and no confidentiality in therapy. Tobin only supports CARSOL in its fight against IML because Tobin aims to protect his corrupt self-interest. Tobin fears being sued! Fact is Tom Tobin is a narcissistic psychopath who has spent his fraudulent career cultivating relationships with law enforcement to peddle an unethically abusive “treatment” culture.
I Googled Tom Tobin Sharper Future and came across this, as well as many other posts critical of Tom Tobin. Personally, I can see how Tom Tobin thinks by supporting CARSOL and Janice Bellucci against IML, he can create a sort-of impunity from the growing political power of Bellucci and CARSOL. I just hope Bellucci and CARSOL don’t play into the manipulative tactics of Tom Tobin, who is a complete con man. I speak from experience, as I had the unfortunate displeasure of dealing with Tobin on a professional level and as said above, Tobin has long been a proponent of worsening sex offender laws. Now, all of a sudden, Tobin pretends to take a stand defending registered citizens. However, do not be fooled! Tom Tobin is acting disingenuously. Tobin only wrote the declaration in hopes to protect himself, his CASOMB power, and his for-profit Sharper Future company from the wrath of CARSOL’s might. There are many more credible experts than Tom Tobin. Why CARSOL decided to rely on Tobin’s “expert” opinion is beyond me.
Pure speculation, but maybe Tom “The Scam” Tobin offered his declarative opinion for free. Certainly CARSOL must operate on a limited budget, and it would probably have been irresistible to have the vice chair of the California Sex Offender Management Board (CASOMB) on CARSOL’s side. Problem is Tom Tobin used his International Megan’s Law declaration to plug his Static 99 scam. And now CARSOL may feel obligated never to call Tom Tobin, Mary Perry Miller, and Sharper Future out as unethical fraudsters pushing questionable “treatment” tactics whist milking taxpayers via CDCR contracts from a conflict of interest between Tom Tobin as vice chair of CASOMB AND president or CEO of Sharper Future (Pacific Forensic Psychology Associates). But nonetheless it is agreed that there were many more credible experts (other than Tobin) that would not have placed CARSOL in a bad position of owing favor to the Sharper Future (PFPA, Inc.) leader. But it’s too late and CARSOL should never feel obligated to owe any favors to a phony degenerate like Tom Tobin. Just my opinion after hearing of Tobin’s dirty business from a family member.
