According to the recent 2024 report by the Office of Program Policy Analysis and Government Accountability, “7% of registered sexual offenders and 12% of sexual predators list a transient address, meaning they’re likely homeless.  These offenders are located in 49 of the state’s 67 counties.”

Why are so many people on the sex offense registry homeless?  Because of the 196 local sex offense ordinances.  These local ordinances can include up to 2500-foot prohibitions from registrants living near any place where children can gather:  schools, parks, playgrounds, day care facilities, golf courses, tennis courts, community centers, amenity centers at resorts, local beaches, public swimming pools, school bus stops, churches, libraries, and so on.  Where are these people supposed to live?

Probation officers are taking men and women to wooded areas and telling them that this is their new home.

Local law enforcement is acknowledging that the residence restrictions by local governments are playing a role in the “sex offender” homelessness, making it more difficult to locate them.
