</section>
<p style="margin-top: 26px;">We spend a lot of time reading about enforcement, restrictions, and the problems facing people on the registry. Those stories matter. On Sunday, we also want to make room for people moving forward and developments that give our community some encouragement.</p>
<p>This week, we are sharing a personal story of rebuilding, progress on registry removal in California, and a constitutional ruling from Minnesota. We have also included three FAC articles from the past week that you may have missed.</p>
<section style="margin-top: 26px;" aria-labelledby="bc-story">
<h2 id="bc-story" style="color: #0d2f52; font-size: 25px; line-height: 1.3;"><img src="https://s.w.org/images/core/emoji/17.0.2/72x72/1f331.png" alt="🌱" class="wp-smiley" style="height: 1em; max-height: 1em;" /> Building a Business and Helping Others</h2>
<p>In an August 5 interview published by <em>The (M)Other List</em>, a Texas man identified as BC describes starting a paralegal business after his release from prison. He is living on the registry and has faced the housing, supervision, and financial challenges that come with trying to get established again.</p>
<p>He also describes getting married, building his business, and creating work for others. According to BC, most of his employees are formerly incarcerated or have an incarcerated family member. His wife, a licensed private investigator, works alongside him.</p>
<p>BC says his firm helps people prepare documents and pursue requests involving supervision. He also mentors other men, encouraging honesty and accountability when they have difficult conversations.</p>
<p>There is encouragement in seeing someone rebuild his own life while helping others find their footing.</p>
<p><a style="color: #126493; text-decoration: underline; font-weight: bold;" href="https://theotherlist.substack.com/p/i-tell-the-guys-i-mentor-real-men">Read BC’s interview</a></p>

<section style="margin-top: 26px; padding: 20px; background: #eef7fb; border-left: 5px solid #17836a; border-radius: 12px;" aria-labelledby="california-relief">
<h2 id="california-relief" style="margin-top: 0; color: #0d2f52; font-size: 25px; line-height: 1.3;"><img src="https://s.w.org/images/core/emoji/17.0.2/72x72/1f33f.png" alt="🌿" class="wp-smiley" style="height: 1em; max-height: 1em;" /> California: More People Granted Registry Relief</h2>
<p>ACSOL’s September 17 report on the California Sex Offender Management Board meeting showed <strong>474 additional petitions granted for removal from the registry</strong> since the May 21 report.</p>
<p>The cumulative number of granted petitions rose from <strong>10,583 to 11,057</strong>. That increase covers roughly four months, rather than September alone.</p>
<p>For the people granted relief, this is a change they can carry into their everyday lives. It is encouraging to see an established path to removal producing results.</p>
<p style="margin-bottom: 0;"><a style="color: #126493; text-decoration: underline; font-weight: bold;" href="https://all4consolaws.org/2026/09/ca-casomb-9-17-26-agency-reports-show-number-of-registrants-continues-to-decrease-number-of-petitions-granted-continues-to-increase/">Read ACSOL’s report</a></p>

<section style="margin-top: 26px;" aria-labelledby="minnesota-ruling">
<h2 id="minnesota-ruling" style="color: #0d2f52; font-size: 25px; line-height: 1.3;"><img src="https://s.w.org/images/core/emoji/17.0.2/72x72/2696.png" alt="⚖" class="wp-smiley" style="height: 1em; max-height: 1em;" /> Minnesota: A Court Recognizes a Constitutional Limit</h2>
<p>On August 19, the Minnesota Supreme Court ruled in <em>Siegel v. Evans</em> that requiring Chad Siegel to register under the circumstances of his case violated due process under the Minnesota Constitution.</p>
<p>A trial judge had acquitted Siegel of kidnapping because the evidence was insufficient. A jury convicted him of assault, which independently did not require registration. The state nevertheless imposed registration based on the kidnapping charges and related assault conviction.</p>
<p>The Supreme Court rejected that application of the law. The ruling specifically addressed a trial judge’s judgment of acquittal. It did not decide every situation involving dismissed charges or jury acquittals.</p>
<p>The case was returned for consideration of a filing-deadline issue, so we cannot report that Siegel has been removed from the registry. What we can recognize is a meaningful constitutional victory in his challenge.</p>
<p><a style="color: #126493; text-decoration: underline; font-weight: bold;" href="https://law.justia.com/cases/minnesota/supreme-court/2026/a24-0594.html">Read the Minnesota Supreme Court decision</a></p>

<p>If you missed these on FAC’s website, here are three articles worth catching up on:</p>
<ul style="margin: 0; padding-left: 22px;">
<li style="margin-bottom: 20px;"><a style="color: #126493; text-decoration: underline; font-weight: bold;" href="https://floridaactioncommittee.org/fac-weekly-update-fac-v-glass-trial-date-set-and-amended-complaint-filed/">FAC Weekly Update: FAC v. Glass Trial Date Set and Amended Complaint Filed</a><span style="font-size: 14px; color: #52657a;">Posted September 29</span>
<p style="margin: 8px 0 0;">The update reported a November 8, 2027 trial date and an amended complaint. Members stepped forward with hundreds of declarations in under a week, and FAC reported welcoming more than 80 new members during September. The case is ongoing, and those experiences help bring the effects of these laws before the court.</p>
</li>
<li style="margin-bottom: 20px;"><a style="color: #126493; text-decoration: underline; font-weight: bold;" href="https://floridaactioncommittee.org/media-tuesday-3-after-the-call-union-county-fac-v-glass/">Media Tuesday: After the Call, Union County &amp; FAC v. Glass</a><span style="font-size: 14px; color: #52657a;">Posted September 29</span>
<p style="margin: 8px 0 0;"><em>After the Call — Part One</em> looks at scam calls targeting registrants and their families, including the fear that can remain after a call ends. Consider sharing the video with someone who could benefit from knowing the warning signs.</p>
</li>
<li style="margin-bottom: 0;"><a style="color: #126493; text-decoration: underline; font-weight: bold;" href="https://floridaactioncommittee.org/fdle-registry-enforcement-mark-glass-burdens/">FDLE Registry Enforcement History Under Mark Glass and Its Continued Burdens</a><span style="font-size: 14px; color: #52657a;">Posted October 2</span>
<p style="margin: 8px 0 0;">This article brings together public records on enforcement, changing requirements, and the burdens carried by registrants and families. The public deserves enough information to look beyond an arrest announcement and understand what happened, how the case ended, and what the system accomplished.</p>

<p style="margin: 6px 0;">FAC reported this development earlier, but it is worth highlighting again as members head into a new week.</p>
<p style="margin: 6px 0;"><strong>More than 20,000 people have been removed from Michigan’s sex-offender registry</strong> as Michigan State Police implements a Michigan Supreme Court ruling involving retroactive registration requirements.</p>
<div style="background: #eef8f0; border-left: 5px solid #69a83f; padding: 11px 13px; border-radius: 10px; margin: 9px 0;"><strong><img src="https://s.w.org/images/core/emoji/17.0.2/72x72/1f331.png" alt="🌱" class="wp-smiley" style="height: 1em; max-height: 1em;" /> Why mention it again?</strong> Because change can happen. Court decisions can matter. Years of litigation, research, advocacy, and people continuing to speak up can produce real-world results.</div>
<p style="margin: 6px 0;">This does <strong>not</strong> mean Michigan eliminated its registry, and the ruling does not erase anyone’s underlying conviction. The issue concerns retroactive application of later registration requirements to certain people.</p>

<div style="padding: 30px; border-bottom: 1px solid #e5e7eb;">
<h2 style="color: #102a43; font-size: 26px; margin-top: 0;">UN Petition Update</h2>

<p>The petition asks the United Nations to recognize public sex-offender registration in the United States as a violation of the Universal Declaration of Human Rights.</p>
<p>The campaign highlights the long-term consequences of public registration, including housing and employment barriers, family disruption, homelessness, social isolation, harassment, and obstacles to successful reintegration.</p>
<p><strong>Help us keep the momentum moving.</strong> Watch the new video, sign the petition, and share it with family, friends, journalists, researchers, advocates, and policymakers.</p>

<div style="padding: 30px; border-bottom: 1px solid #e5e7eb;">

<h2 style="margin: 0 0 12px; color: #ffffff; font-size: 28px;">DONATIONS ARE CRITICAL</h2>
<p style="color: #ffffff;">FAC&#8217;s legal, media, research, legislative, and advocacy work depends on the support of members and donors.</p>
<p style="color: #ffffff;">The constitutional challenge in <strong style="color: #ffffff;">FAC v. Glass</strong> is a major undertaking. Litigation brings continuing legal, research, expert, and organizational costs.</p>
<p style="font-size: 18px; color: #ffffff;"><strong style="color: #ffffff;">If you believe constitutional rights matter, please help keep this work moving.<br />
</strong></p>
<p style="color: #ffffff;">Every contribution — large or small — helps FAC continue its litigation, advocacy, public education, research, and media work.</p>
<p><a style="display: inline-block; background: #ffffff; color: #7a4b00; text-decoration: none; font-weight: bold; padding: 14px 24px; border-radius: 4px; font-size: 17px;" href="https://floridaactioncommittee.org/donations/">DONATE TO FAC<br />
</a></p>
</div>
</div>
<p><!-- FAC V GLASS --></p>
<div style="padding: 30px; border-bottom: 1px solid #e5e7eb;">
<h2 style="color: #102a43; font-size: 26px; margin-top: 0;">FAC v. Glass</h2>
<p>FAC&#8217;s federal constitutional challenge asks the court to consider the cumulative effect of Florida&#8217;s modern registry system, including lifetime registration, reporting requirements, residency and presence restrictions, travel rules, Internet-identifier requirements, and local ordinances.</p>
<div style="background: #334e68; color: #ffffff; padding: 18px; margin: 18px 0; border-left: 6px solid #9fb3c8;"><strong style="color: #ffffff;">The central question:<br />
</strong><span style="color: #ffffff;"><br />
Has the modern registry moved beyond civil regulation and become punishment in its real-world effect?<br />
</span></div>
<p>FAC Legal will continue tracking court filings, defendant responses, local-government activity, public statements, and media coverage as the case develops.</p>
</div>
<p><!-- LEGISLATIVE COMMITTEE --></p>
<div style="padding: 30px; border-bottom: 1px solid #e5e7eb; background: #f8fafc;">
<h2 style="color: #102a43; font-size: 26px; margin-top: 0;">FAC Is Seeking Legislative Committee Volunteers</h2>
<p>Want to become more directly involved in changing Florida law? FAC is seeking volunteers for its Legislative Committee.</p>
<p>Legislative advocacy requires people willing to learn the issues, follow proposed legislation, communicate effectively, and help educate lawmakers and the public.</p>
<p>This is an opportunity for FAC members and supporters to turn concern into constructive participation.</p>
<p><a style="display: inline-block; background: #334e68; color: #ffffff; text-decoration: none; font-weight: bold; padding: 13px 20px; border-radius: 4px;" href="https://floridaactioncommittee.org/seeking-volunteers-for-the-legislative-committee/">Learn About Volunteering<br />
</a></p>
</div>
<p><!-- RESEARCH --></p>
<div style="padding: 30px; border-bottom: 1px solid #e5e7eb;">
<h2 style="color: #102a43; font-size: 26px; margin-top: 0;">Make Your Voice Count in Research</h2>
<p>Research can help courts, policymakers, journalists, academics, and the public better understand how registry policies operate in the real world.</p>
<p>FAC is sharing an opportunity for people affected by these policies to make their experiences count in research.</p>
<p>Participation in legitimate research helps replace assumptions and political rhetoric with evidence and real-world information.</p>
<p><a style="display: inline-block; background: #126493; color: #ffffff; text-decoration: none; font-weight: bold; padding: 13px 20px; border-radius: 4px;" href="https://floridaactioncommittee.org/an-opportunity-to-make-your-voice-count-in-research/">Learn About the Research Opportunity<br />

<p><!-- MEDIA RESEARCH WATCH --></p>
<div style="padding: 30px; border-bottom: 1px solid #e5e7eb; background: #f8fafc;">
<h2 style="color: #102a43; font-size: 26px; margin-top: 0;">Media &amp; Research Watch</h2>
<p>FAC Media continues reviewing Florida compliance operations and enforcement actions, including the distinction between new criminal conduct and allegations involving technical registration requirements.</p>
<p>Current areas of focus include reporting violations, multiple felony counts arising from alleged compliance failures, homelessness and housing barriers, local residency restrictions, enforcement costs, and whether enforcement strategies produce measurable public-safety benefits.</p>
<p>Journalists, researchers, and advocates seeking background information, documentation, or interviews are encouraged to contact FAC Media.</p>
<p><a style="display: inline-block; background: #334e68; color: #ffffff; text-decoration: none; font-weight: bold; padding: 13px 20px; border-radius: 4px;" href="mailto:media@floridaactioncommittee.org">Contact FAC Media<br />
