The Sex Offender Registry Failed Them: Warden of women’s prison on trial for sex crimes.

You would think the security of a federal prison would have protected women from sexual abuse, especially since the enactment of the Federal Sex Offender Registration and Notification Act (SORNA), but the sex offender registry failed dozens of inmates at the correctional institution in Dublin, California.

Ray Garcia, the former warden of the federal facility, also known as the “rape club” goes on trial Monday, accused of molesting inmates and forcing them to pose naked in their cells. He is one of five federal workers at the facility and the first to go to trial. Being that these are employees of a federal prison, one would think that the federal government would be the first to apply it’s own tool to prevent sexual abuse, but the tool didn’t work.

Garcia is accused of sexually abusing multiple inmates over a period of years. SORNA, which is Title 1 of the Adam Walsh Child Protection and Safety Act of 2006, did nothing to protect or ensure the safety of his victims.
