WV: New law requires registrants to pay annual fee

A new law going into effect in West Virginia this week requires people on the sex offender registry to pay an annual fee of $125. The law, which can be found here, will hopefully be challenged.

Since the registry is supposed to be non-punitive, it is questionable whether a fee imposed as part of a criminal sentence or as a consequence of a criminal conviction can be considered anything but a punishment.

    ICAC received 119 billion in funding in 2024(State, Local, Fed). Trust me they don’t need your 600$ they want you homeless so they can make even more money from DOC and federal agency Funding.

    If ICAC was doing such a good job, why do they need more money every year? Again, in the billions.

    Remember that ‘Blacks Book of Law” refers to you as not a human, you are a chattel, a beast to garner incoming wages or goods and to be tax for all labor.

    $39.9 million
    In FY 2024, funding for the ICAC Task Force program totaled $39.9 million to support ICAC task forces and training and technical assistance. Program funding is supported under the Missing and Exploited Children appropriation included in the U.S. Department of Justice FY appropriation.

    Projected 2025
    $40.8 million
    The budget for the Internet Crimes Against Children (ICAC) Unit in 2023 is $40.8 million1. The unit’s total funding includes $4,288,800 GPR, $829,300 PR, and $257,400 FED, supporting 35.6 GPR, 1.0 PR, and 2.0 FED positions2.

    You cannot be violated or go to jail for not paying the fee.
    It can only be turned into a civil offense which may cost them more money to take you to court than what you did not pay.

    Absolutely ironic your comments, considering your previous posts about registrants and your actions towards us. Bob Gibson, the HOF pitcher once said something to the effect that in a world filled with hate, anger and prejudice, he too found himself filled with hate, anger and prejudice.

    Sir you missed the point entirely, that ALL black people in America get targeted just for being black nothing more, so now you know how we feel when NO CRIME has been committed at all.

      Hate to break it to you, but black people are on the registry, too. Why play the victim game? What’s the obsession with playing the race card? Can you not understand that this forum caters to registrant issues (which include all races)? Would you like someone to jump on a “black issues,” Christian, Muslim, “white issues,” etc. forum and talk about PFRs?

      Isn’t it a stereotype to lump all blacks together? Most are law-abiding, many make up law enforcement, and many hold top spots in administration and government. (*cough* Eric Adams of NYC)
