CT: Low-risk sex offenders could come off registry

HARTFORD — The Judiciary Committee advanced a bill that would allow some low-risk offenders to come off the state’s public sex offender registry — a move that proponents said would make it easier for law enforcement to focus on high-risk offenders.

SB 1113 is based on years of work by state officials including the Office of Policy and Management and the Sentencing Commission to determine effective ways of making the registry more equitable based on risk factors rather than offenses, said Robert Farr, a former legislator and a former head of the Board of Pardons and Paroles.

“When every sex offender is listed on the same registry, then everybody is assumed to be high-risk, and neither law enforcement or the public has any way to distinguish high-risk from low-risk,” Farr said in his testimony to the committee. “SB 1113 makes major changes in the registry to make it more focused and useful.”

    Once again, if the weather wasn’t so crappy and the people so crabby, I’d consider moving there.

    That’ll never happen in Florida until someone finds a way to stop their judicial and law enforcement industrial complexes. Which is virtually impossible.

    The problem is that Florida doesn’t take state income tax. So thru rely on tourism and Grant’s from the fed’s to keep their political machine oiled. The grants mostly come in the form of “cyber sex stings” and as we just saw recently, phantom “human trafficking” stings. As long as Florida needs the money, they will never stop doing these stings.

      Please don’t give up on the sunshine state of Florida for sure I believe their is hope around the corner very soon it’s just taking time you know caused we are living in a very Relaxin state where everything takes time so just don’t give up hope

      Maybe the tourist need to know just how much danger lurks here in Florida! With the number of people on the registry here that are supposedly a danger to children then why is there not a travel warning out?!!

        Exactly. If we could find a way hit Florida where it hurts, the tourism dollar, then maybe we could get those Tallahassee morons to listen to reason. Itll never happen. The turnover mentioned will never happen either. Too many damn conservative Republicans in this state in the backwoods areas. We saw that with the Gov race. Gillum should’ve won and was leading but delayed counts in po dunk counties in the panhandle gave ole Ronnie the edge. I hate this state. But the weather is just too damn nice.

      I agree with you on that I live in Florida and it’s true they want the money but there’s a lot more to it we have a lot of privatized prisons here so the state makes money that way there’s a lot of politicians in on it of course can’t say their names but it generates tons of money to have more and more people on the registry and the cyber crimes cp are easier for them to charge people it happen to my son it’s ridiculous and unfair.

    this guy Lives in florida now. he had a offense in florida in the 90s but transfered to another state for that probation while in that state he was placed on the SOR for 10 yrs.

    he relocated back to florida before the 10 yrs was up
    and had to register while he living in florida
    he received a letter to release him from the 10yrs in the other state,
    florida honored that release letter even though it was a florida offense.
    hes been off over 15 yrs he wanted to know if Florida can put him back on with no probable cause or they make claim he was released in Error
    their thinking the offense origionated in florida in the 90s
    I recommended to him best move from florida if he feels threaten by all of the changes in the SOR laws

    confusing yes as florida releases No one not even the dead..

    Its just common sense that people who are on there for ridiculous things should be removed. the problem with background checks for jobs and housing now a days is it doesn’t matter if they take you off your arrest and or conviction is still there on your background for denial. Worst of all of course is the New IML passport nonsense

    I actually took a redisvism for risk factor for USCIS bullshit my score to reoffend was 2%. 29 yrs later and not a member of the club i had a membership expired.

    a friend wants question for an answer from someone he was placed on the 10 membership In 1 state he transfered his floridah Probation to,
    so His registration fell under the state he lived in while on probation for the offense out of Floridah 10yrs membership

    He wasnt living in Florida at that time and not a resident of Floridah so Life time wasnt applied . maybe Luck of the lady.. but he relocated back to florida before he was off the 10yr membership
    while living in Florida the other state sent Him a release from the 10yrs…for the offense “out of florida” so he sent the letter to FDLE and they honored it, after checking floridah statues and criminal records hes been off 15 yrs and hopes Floridah dont come back an claim a error on there part after that 15yrs, Is it possible I guess anything is possible but Im sure Double jeperdy would definally come into play as being released by Florida would mean served his time..
