Motion Filed to Stop Implementation of International Megan’s Law

A Motion for Preliminary Injunction was filed on February 19 asking the U.S. District Court to stop implementation of International Megan’s Law (formerly HR 515 and now Public Law 114-119). If granted, the motion would temporarily prohibit the federal government from both adding a conspicuous, unique identifier to the passports of registrants and notifying foreign countries of registrants’ plans to travel internationally.

Six declarations were Included with the Motion, including declarations from the Association for the Treatment of Sexual Abusers (ATSA), Dr. Tom Tobin of Sharper Future and criminal defense attorney Alex Landon. The declarations of by ATSA and Dr. Tobin included statements that International Megan’s Law will not halt child sex trafficking and could result in significant harm to hundreds of thousands of registrants.

“We are grateful for the support of ATSA in our efforts to stop implementation of International Megan’s Law,” stated CA RSOL president Janice Bellucci. ATSA is an international organization dedicated to preventing sexual abuse through research, evidence-based practice, public policy and community strategies that lead to the effective assessment, treatment, and management of individuals who have sexually abused or are at risk to abuse.

A hearing date of March 30 was requested when the motion was filed. The federal government’s response to the motion is currently due on March 4, however, both dates could be postponed if the government requests a delay.

    If Tom Tobin & Mary Perry Miller are a reflection of the work psychologists do, then the field of Psychology is a big fraud. Having been to the meetings at Duboce in San Francisco, I must say that the two fraudster psychologists did not inspire much confidence. Tobin and Perry Miller were indirect with explanations. Actually, Tobin and Mary Perry Miller outright lied to many facts! Tom Tobin and Mary Perry Miller are liars! Regardless, our neighborhood closely monitors Sharper Future’s next moves. We know that they contracted a firm called BergDavis to do its manipulation.

    I replied to a staff clinician ad on Craigslist. Being a licensed marriage family therapist (LMFT), I was called for an interview. When I asked the management for a copy of papers specifying to whom therapy work would be open to, I was shocked to learn that the state can have so much say and knowledge to a person’s private therapy detail. Needless to say, I rejected the job offer (though the pay is decent for my experience level). Call me idealistic, but I am not going to be bribed by a shady company. Walk, no run, from Sharper Future and its parent company: Pacific Forensic Psychology Associates Inc.

      Hope you found a better job. You are proof that not all people in Psychology are not frauds. Trust me, judging from the manner Tom Tobin and Mary Perry Miller have twisted facts to the public and news outlets, they would not have been good people to work for.

    Anything goes when it comes to sex offenders. When the public and their politicians hear the word “sex offender,” they generally want harsher laws. Sharper Future capitalizes on the sex offender hysteria — which is why it is able to commit civil rights violations with little to no checks and balances (or even accountability for that matter). Tom Tobin, not unlike a war monger on the war on sex offenders, was able to capitalize and leverage from this hysteria. The polygraph, Static 99 actuarial instruments and no confidentiality “treatment” with CDCR — however lacking in empirical efficacy and logical reason — are not unlike a war monger’s guns and ammunition used to seize power and money, evident in his CASOMB vice chair position -and- CEO of a company with millions in CDCR contracts. It is truly a shame that the mental health ‘treatment’ industry is too often watered-down into pseudo-science advocated by charlatans like Tom Tobin.

    I was in this program. It is run by a bunch of cold hearted crooks. Good luck if you are forced into this bogus program. They were less than honest to me, so take what these fakers say with a grain of salt.

      If they are so audacious to lie to a large crowd from a neighborhood they wish to do business in, I can only imagine the dishonesty they subject you, the customers, to. It is troubling our state would do business with Sharper Future. Corruption tends to flock together.

    I don’t understand how the California Department of Corrections and REHABILITATION can get away with all of its unethical and unprofessional conduct in allowing Sharper Future to impose seriously questionable “therapy” abuses on its patients. There is so much corruption in this justice system. The people at the top only care about money, power and maintaining the bureaucracy supporting their fraudulant existence (even if it means spreading rumors, lies and exaggerations to keep themselves in positions of power). I’m not just talking about Tom *The Scam* Tobin and Mary Perry *The Phony* Miller (thanks A.F. for the fitting nicknames) but also all the people beneath them. And I won’t even mention the crooked politicians and judges that create and enforce these over the top laws. I’m just talking about those scammed into the Sharper Future internship.

    Dishonesty & crooked agenda plague this company. Not at all surprising as its leadership are flagrant, shameless liars (just look at the Duboce Triangle mishap in San Francisco to see how many lies were told by Tom “The Scam” Tobin & Mary-Perry “The Phony” Miller). 100% of this program is based on fake instruments (lie detector, Static 99R, & ABEL) & potentially unlimited disclosure to CDCR. Sorry Tobin & Miller, sharing client secrets w/ the state is not real “treatment.” Then again, these are corrupt people that will not take advice, as they can’t even see the basic wrong in Tom Tobin as vice chair of the California Sex Offender Management Board (CASOMB) & Chief Executive Officer (CEO) of Pacific Forensic Psychology Associates, Inc. (dba. Sharper Future). An incontrovertible conflict of interest that guarantees the only “sharper future” in this scheme will be the bank accounts of the scam artist executives of Pacific Forensic Psychology Associates, Inc.

      I had to borrow the nicknames for Tobin and Miller because I also think they are BOTH absolute scam masters and phonies. It doesn’t take a genius (just someone informed) to see what they profit from is complete bogus bunk junk. Poly, Static 99/R scores and absence of confidentiality in therapy sessions with CDCR are all marks of a fraud, deceptive organization!!! If you believe that Sharper Future is even remotely a half decent organization, then I have some beach front property in Palm Desert to sell you. BTW, I think there is even a Sharper Future chain location in Palm Desert.
