Motion Filed to Stop Implementation of International Megan’s Law
A Motion for Preliminary Injunction was filed on February 19 asking the U.S. District Court to stop implementation of International Megan’s Law (formerly HR 515 and now Public Law 114-119). If granted, the motion would temporarily prohibit the federal government from both adding a conspicuous, unique identifier to the passports of registrants and notifying foreign countries of registrants’ plans to travel internationally.
Six declarations were Included with the Motion, including declarations from the Association for the Treatment of Sexual Abusers (ATSA), Dr. Tom Tobin of Sharper Future and criminal defense attorney Alex Landon. The declarations of by ATSA and Dr. Tobin included statements that International Megan’s Law will not halt child sex trafficking and could result in significant harm to hundreds of thousands of registrants.
“We are grateful for the support of ATSA in our efforts to stop implementation of International Megan’s Law,” stated CA RSOL president Janice Bellucci. ATSA is an international organization dedicated to preventing sexual abuse through research, evidence-based practice, public policy and community strategies that lead to the effective assessment, treatment, and management of individuals who have sexually abused or are at risk to abuse.
A hearing date of March 30 was requested when the motion was filed. The federal government’s response to the motion is currently due on March 4, however, both dates could be postponed if the government requests a delay.

The truth, though slowly, is beginning to come out.
Sharper Future seems engaged in unethical business practices. Very troubling and concerning… and I would NOT trust a company that hides behind 2 names… the other being Pacific Forensic Psychology Associates, Inc.
LOL Sharper Future (now going by the moniker Pacific Forensic Psychology Associates, Inc. [probably because Sharper Future has been getting some deservably bad and negative publicity]) is a phony baloney “treatment” sham. It has the potential to do good work; but any good is cancelled-out by polygraph and lie detector abuse, ABEL, Static 99 junk labeling, and no confidentiality with law enforcement (i.e. the corrupt people paid big bucks to arrest and prosecute you so that they themselves can look better). I won’t even mention the dubiously attained CDCR state contracts and how the vice chair of the California Sex Offender Management Board (CASOMB) also just happens, by mere coincidence, to be CEO of said contracted company. Or how said company is really technically a “training site” so that it can exploit poor interns and use cheap labor to reduce operating costs and maximize profit.
I thing those are very strong, succint arguments against Sharper Future.
What kind of example does Sharper Future (AKA. Pacific Forensic Psychology Associates, Inc.) set for its “sex offender” clients when I hear from a friend that he is treated very badly? They know that their clients (who are not really clients it seems) are left with very few rights and the clinicians at this place (at least from what he has told all of us) have no problem to exploit their position by making them go through unethical foolery like the lie detector, static score, lack of confidential privilege because the corrections department can interfere w/ treatment at anytime and have their good progress inaccurately reported. It’s hard to believe it happens, but I believe what he tells us. So how does Sharper Future set a good example for these folks forced into their program?
Apparenly Sharper Future, a division of Pacific Forensic Psychology Associates, Inc., is not interested in setting a “good example.” It’s a clear double-standard in which the “client” must obey many special conditions. Yet this company, Sharper Future, cannot even behave in an ethical manner. From the top, with the conflict of interest and corrupt state contracts… use of polygraph and questionable static score accuracy… all the way down to no confidentiality/lack of respect for scheduling/sneaking into neighborhoods (Duboce Triangle). So ya… they aren’t interested in profit. All Sharper Future is concerned with is doing CDCR’s corrupt work so that they (Sharper Future) can keep their contracts and pull in the BIG BUCKS for CEO Tobin and President Mary Miller.

Sharper Future does not seek to set good examples for its “clients.” They only seek to retain their CDCR contracts. And like any loyal contractor, they will do anything to please the person or entity financing the agreement — which in this case is the California Department of Corrections and Rehabilitation (CDCR). Sharper Future will do anything to please their master. Even if it means using dehumanizing labels to classify people, imposing hocus-pocus science, and carrying on the flag and torch of dishonesty used by CDCR and its adult parole division.
Bottom line is people who work for the system want to keep their jobs. They will do anything to look good for those in power, even if it isn’t right. So no… SF in not concerned in setting ‘good examples’ for its clients. SF “clinicians” will demean and disparage their sex offender clients because it furthers CDCR’s corrupt and dishonest narrative. Sharper Future simply will do anything to retain the million-dollar CDCR contract because it keeps everyone employed and happily paid. Always follow the money. It’s not always pleasant, but at least it’s the truth.
Sharper Future Static 99 inseparable hoax for sure. Many proclaim california sex offender management board credible, but they are not. Casomb made up of self serving power players, like Tom Tobin, who love scams designed to mislead. Polygraph / lie detector one. Static 99 the other big shenanigan. Fortune telling doesn’t exist, no matter how much its sold as an “instrument.” CDCR and coconspirator Sharper Future are as much to blame for the mess we have with sex offenders and the “therapy” culture behind them. But like almost everyone says here: Tom Tobin and Mary Perry Miller found it necessary not only to sell, but to profit from, a terribly unethical therapy strategy. Hope it bites them in the butt for sure.
I don’t know anything about this Tom Tobin guy. But a person who profits from the blood money of the “sex offender treatment” industry, via a conflict of interest as chair of the CA Sex Offender Management Board, is probably an unethical scam artist and con man with a hidden agenda. IF this Tobin guy and his Sharper Future scheme really trusts Static 99 scores and lie detector use in his so-called therapy sessions (all with no confidentiality with the state and government) then I think the standard for scam artist and con man have been made.
Sharper Future Static 99 is phony baloney. I finished parole last year and they put a lot of weight on stuff that didn’t make sense. Sharper Future and CDCR both corrupt power players working together to destroy civil rights, sell bad science and treat people in the most dehumanizing them. They love giving labels that make them appear credible (examples… sex offender, high risk sex offender, HRSO, EOP, CCCMS, etc., etc., etc.). Sharper Future and CDCR would win the gold metal at the olympics for giving fictitious labels to people. Too bad they aren’t good at anything else (except milking taxpayer$).
13 years is a long time to be labeled by our criminal justice system, especially IF you haven’t since been convicted of a crime. You make a good argument that the incompetent leadership at Sharper Future stress the importance on relying on moronic labels: HRSO, CCCMS, EOP, “high risk sex offender,” “sex offender,” “290,” etc. The real question ought to be the subliminal message imposing such ridiculous labels on human beings may have — and how doing so may actually increase recidivism. Rather, the self serving idiots at CDCR and Sharper Future would much rather further impose labels of classification that perpetuate CDCR and Sharper Future’s false sense of credibility, as well as further the Sharper Future-CDCR money-making machine. Make no mistake about it: it’s all about the bureaucracy of CDCR, Sharper Future… and peddling labels that are both dehumanizing and self serving to validate the sellout, ignorant, frauds at CDCR and Sharper Future. Little of it is really about “public safety.”
Little of it is about public safety because most of it is about “job security.” Do you know how many people’s salaries & pay rely on this sex offender hysteria? The CDCR agents making tons in benefits/salaries, the phony Sharper Future frauds making benefits/salaries, polygraph con artists making big bucks, Tobin & Miller raking in the conflict of interest state contracts. Everyone wins, right?
