Motion Filed to Stop Implementation of International Megan’s Law

A Motion for Preliminary Injunction was filed on February 19 asking the U.S. District Court to stop implementation of International Megan’s Law (formerly HR 515 and now Public Law 114-119). If granted, the motion would temporarily prohibit the federal government from both adding a conspicuous, unique identifier to the passports of registrants and notifying foreign countries of registrants’ plans to travel internationally.

Six declarations were Included with the Motion, including declarations from the Association for the Treatment of Sexual Abusers (ATSA), Dr. Tom Tobin of Sharper Future and criminal defense attorney Alex Landon. The declarations of by ATSA and Dr. Tobin included statements that International Megan’s Law will not halt child sex trafficking and could result in significant harm to hundreds of thousands of registrants.

“We are grateful for the support of ATSA in our efforts to stop implementation of International Megan’s Law,” stated CA RSOL president Janice Bellucci. ATSA is an international organization dedicated to preventing sexual abuse through research, evidence-based practice, public policy and community strategies that lead to the effective assessment, treatment, and management of individuals who have sexually abused or are at risk to abuse.

A hearing date of March 30 was requested when the motion was filed. The federal government’s response to the motion is currently due on March 4, however, both dates could be postponed if the government requests a delay.

    The SARATSO scam is the official term that the California legislature, along with dirty CASOMB, used to embellish and cover-up the Static-99R. It supposedly stands for state authorized risk assessment tools.

    Yes, corruption is the motive behind those intent in defending and selling these “sciences.” Flawed risk assessments are infecting our courts.

    We must unite against these Minority Report shams whenever we can! Static-99R tests are pseudo science… in the same field as the lie detector and ABEL. Shame on all the Fake Doctors and Fake Therapists who try to sell these scams!

    All I can say is Sharper Future is an absolute scam. Sharper Future is pretty much sleazy police interrogation dressed up as Fake Treatment. Everything Sharper Future does seems so questionable. Employing unlicensed clinicians or trainees. Polygraph, which is also an absolute sham. ABEL, which is also unproven.

    Sharper Future Fake Doctors ought to be ashamed of themselves.

      It should be seen as an index of the true horror of our marginalization that even Sharper Futures/Tom Tobin, now represent a more enlightened position than that of the average person on the street. We need to take whatever support is on offer, I’m afraid, even if it comes from those who directly benefited from the sex offender hysteria juggernaut.

        How is TOM TOBIN helping? TOBIN isn’t because his whole emphasis on a ‘risk’ assessment registry is grounded in those static ‘tests’ designed to increase enrollment in his sharper future scheme. Even though I’ve read that TOBIN isn’t on CA SOMB anymore, he is still CEO of said sharper future scheme. Also, keep in mind that through the years TOBIN has probably developed a lot of business relationships in gov’t… which is what happens after decades of conflicts of interests… so I don’t think it would be far out to say TOBIN can still pull strings with DOJ and DOC.

        In the end, TOBIN’s ‘enlightened position’ is at the expense of everyone that scores “high” on the bogus static-XX test… while not surprisingly, also ramps up more treatment business into Tobin’s program… since gov’t will say people who score high need more bogus treatment. I say bogus because from what I read here, it looks like sharper future’s ‘treatment’ consists of polygraph, a lot of no confidentiality waivers, unlicensed psychs, and I’m going to guess a lot of exaggerations in report writing.

        Then remember that CA’s tiering has a shady petitioning process that will probably not be cheap to anyone that the prosecutors force to go through the wringer. Add to that that I remember some sort of treatment completion as being a factor for being able to get off the registry… which I’m going to guess includes the sharper future scheme as a qualifying ‘treatment.’ Again… TOBIN pushed for something he could monetize from… all at the expense of everyone the bill harms financially or… even worse… pushes up to TIER III (making people seem more ‘dangerous’ than they are… while hurting their chances at jobs, housing, finding mates, and so on… so idk how labeling anyone ‘TIER III’ helps anyone).

        Nope. TOBIN deserves no credit. In fact, since TOBIN pushed for a dumb bill that might end up hurting a lot of people (again, financially and people being leveled up), all under the veil of TOBIN being some type of hero (let’s not kid ourselves), I think TOM TOBIN is the real villain here. Just one man’s opinion here but TOBIN’S got lots of blood on his hands!!!! To give TOBIN any credit whatsoever is ignoring all the wrong that he’s done in present… as well as past. You gotta wonder how many RIGHTS Tobin’s violated over the years…

        Never met TOBIN personally… but you don’t gotta be an Einstein to guess the kind of person TOBIN is… with the kind of shenanigan business model he runs. Again… how many RIGHTS has TOBIN violated over the years?? Everyone in CA has done their time and paid the price club membership fee. Let’s not give TOBIN any credit for the crap he’s introduced into the system.

    I was doing some Google searching regarding Tom Tobin and the conflict of interest with his Sharper Future scheme and the CASOMB (California Sex Offender Management Board).

    Troublingly, while Tobin appears to be in charge of CASOMB, a District Attorney named Nancy O’Malley is also in charge of CASOMB. Recently, it was discovered that O’Malley accepted what is essentially a $10,000 bribe in exchange for clearing police officers in murdering a pregnant teenager. It is especially disgusting that O’Malley tries to rationalize her accepting $10,000, in what is a clear conflict of interest, as perfectly acceptable. It’s amazing that pseudo “doctors” such as Tobin, as well as public SERVANTS such as O’Malley, can have so much undeserved influence on the Justice system.

    Just came across this thread this morning, as I know someone that’s enrolled in this Sharper Future scheme. Does anyone have complaints against someone named Stacey Samaro. Stacey Samaro claims to be a psychologist. Seeing as there are so many complaints against Sharper Future, what’s being done?

    Also, does anyone have plans to sue either CDCR or Sharper Future? There is rumor that a lawsuit has been filed against parole agents, but I can’t seem to find any info. The person I’m inquiring for is stuck in a dilemma and he can use all the help he can.

      no, but I can ask around. a lot of the people that work at sharper future are hucksters to begin with, so it wouldn’t surprise me that that “psychologist” is up to no good. if you work at sharper future, you aren’t a “doctor.” but yeah, I will ask around.

      As far as a lawsuit, there is a fairly large one filed against a few CDCR parole agents and CDCR itself. I don’t know if Sharper Future is a named defendant; but if you do some Googling, you’ll see that there have already been sporadic lawsuits against Sharper Future and individual “doctors.” It’s just a matter of time before Sharper Future gets on the bigger radar and the truth comes out of its practices. . . and deservedly so! In Colorado, there is a guy named Jeff Jenks who holds similar power in its sex offender board. Jenks also owns a private company that is in conflict of interest. The Denver Post did a good news story exposing the corruption going on there. Sharper Future is a giant scam imo. The only reason it got its many government contracts is because its owner Tom Tobin is also ca somb vice-chair.         The lawsuit you talk about is being filed in Federal Court against CDCR. It is brought by a client, with the help of the ACLU. To my knowledge, Sharper Future is not a named defendant (unfortunately).

        I do agree with most here… someone needs to sue Sharper Future and its employees. They’ve gotten away with too much.

      Stacey Samaro! Stacey Samaro is probably one of the most awful “human being” I have ever come across in my entire life. (By the way, why do people use quotation marks so much when it comes to pointing out the hypocrisy and injustices of the “sex offender” industrial complex?)

      Anyway, for some odd reason, I was thinking about Sharper Future earlier this morning, despite no longer being on parole, and randomly thought about Stacey Samaro. A Google search led me to her LinkedIn and this very informative thread of discussion regarding the scam that is Sharper Future. I feel for any of you still stuck in that alleged “treatment” program. IF God exists, I would think he/she/it/them would recognize Sharper Future as a horrific place that should never be called treatment. I normally don’t wish Bad Karma upon anyone, but I believe “Doctor” Samaro will one day, in some random higher-power-type manner, feel the injustices that she perpetrated upon her “clients,” “patients,” or whatever their victims (because what Stacey was doing in that program was borderline, if not completely, illegal). The fact that Sharper Future wasn’t shut down, and Stacey Samaro’s license was not revoked a long time ago, is proof that the “justice” system is an accessory to everyday injustices.

      Apparently, according to her LinkedIn, Stacey Samaro claims to be a Licensed Psychologist, at Deer Oaks – A Behavioral Health Organization, in Colorado. What’s funny is that she liked a bunch of LinkedIn posts that makes her come off as a caring, social justice type. But obviously, as many of us know, she is anything but. We all know Stacey is a fake, two-bit personality, and a fraud. Stacey Samaro: A true conniving chameleon.

      Watch out Colorado! Shifty Stacey is hiding among you!

      Wow, I remember Stacey Samaro. She is a complete villain. My personal experience is that Samaro is the type to add fuel to the fire. When I came across her, she was very hot tempered, unprofessional and Samaro was always on a power trip. I wonder if there is a way we can exchange contact information because I find these comments very troubling, and even tho I got discharged from parole months ago that is def sum thing that needs to be brought up with higher ups if possible. How do these people get away with this shit? It’s also amazing how small the treatment world is, and how many of us went through the same “therapists.” But I literally just looked her up now and saw she works for a place called Crossroads Turning Points and not the place you say. But it def looks like it moved to CO tho, Pueblo to be exact? Which is funny because I have sum fam there, in Pueblo to be exact, and it’s pretty conservative there. Might explain some of the sickening behavior. I wonder why Samaro fled California. Was it because of her history of professional misconduct catching up on her or because of cost of living?? That’s the real question!

      Either way, American government is proving to be completely inept and incompetent not only when it comes to sex offender laws, but also how our leaders are pretty much leading us to World War III. Earlier, Kamala Harris didn’t even know Ukraine is part of NATO and she was laughing through the press conference. What a disaster. Not even going to bring up orange man. The sheep and masses don’t realize we’re being fu**** by both sides and it’s our future generations, the kids, that are going to pay heavy prices because the boomer generation couldn’t do their job properly. All the boomers in government ended up selling out to corporations, bigotry and the mainstream media.

      Another thing that proves to me that government is incompetent is that there are now over one million sex offenders in the United States. Like wtf, I thought this was the “land of the free.” Not even going to go into how this country has the biggest jail and prison population in the fu***** world. Anyway, I’m convinced this thing is a house of cards about to collapse. People are sick of the corruption and how our public officials waste our tax money to donate equipment to the Taliban, lose wars and enforce stupid sex offender laws. At this point, what’s the difference between America, China and Russia?? Russia doesn’t even have a sex offender registry lol.

      I mean the new Model Penal Code was released a few days ago. The new Model Penal Code only recommends sex offender registration for 11 violent crimes. And even for those crimes 15 YEARS MAXIMUM registration periods. Yet we’re all mostly being forced to register for life unless we “petition.” Complete bullshit. How many of us aren’t even required to register as sex offenders under the new Model Penal Code? I bet you a million bucks the federal and state governments will completely ignore the Model Penal Code, even though about 100 federal judges and scholars recommended overhauling sex offender registration to only those 11 violent sex crimes.

      We’re all being abused by our own government. At the rate we’re going with over one million AMERICAN CITIZENS being classified as sex offenders, our dirty government is going to require everyone to have to register for something. And the sheep are walking right into it, just like we’re walking right into World War III. Don’t fool yourselves, these numbers are only gonna go up over time too. And as more people have to register, and as their family, friends and community realize how much the criminal “justice” system is a big scam, I doubt there will be many citizens left to support what America supposedly stands for. I’m just being realistic here.

      Watch, when World War III comes up, and the US government is desperate to draft for bodies, assuming it gets that bad, they’re eventually going to have to lower standards to recruit felons and even sex offenders. That’s what America had to do in WWII, Vietnam, and even as recently as the Iraq/Afghan wars.

      But kind of like how Biden, ironically the father of the 1994 crime bill that brought us Megan’s Law, is trying to get oil from the countries America screwed over and labeled “terrorists” (Venezuela, Iran, OPEC), we should maybe follow those countries in ignoring the calls for help (which is hilariously what they’re doing because they’re also sick of America being two-faced and stabbing people behind their backs).

      Why are we supposed to support a country that screws people over and has no loyalty even to their very own American citizens? Remember, the people in government, who govern us, swore an oath to uphold the constitution. So far, they’ve done a piss poor job. 😠

        living in pueblo, co is a prison sentence in and of itself. literally an armpit of america. extreme cold weather, high crime, high employment, drug problem and lots of racists there. so time to move on people. i had to go to “treatment” too and completely agree that people who run those programs are scum bags. yea, they probably get a kick from the power they have over “lesser people.” but at some point ya’ll have to move on. not even worth pursing justice or holding anyone accountable. at the end of the day, ya’ll will just waste your time. just gotta work on yourself and believe the rotten fruit will fall themselves. ain’t up to you tho, tat up to the man upstairs. all out of your power.

        but ya’ll do have a good point about the sex offender population breaking 1 million. that’s probably why the new model penal code cuts the sex crimes that require registration to only 11. once the sex offender population hits 1.5, 2 million, even 3 million in a few decades, it’s going to be a bad look for the government and courts. even as it is, 1 million is bad enough. i’m surprised the alphabet networks haven’t picked it up either.

        anyway, i don’t think the states or feds are going to adopt the model penal code, at least when it comes to the sex offender section. too much corruption and money to be made with having 1 million sex offenders register. i do foresee us reaching something like 2 million sex offenders in maybe 20 years. at that point, i think lots more people will start to get upset because it’s not just 2 million affected, but also a ripple effect with families. as it is, or so i’ve been told, you can check out the megan’s law website and sex offenders are all over neighborhoods.

        that’s one of the reason why i think we shouldn’t be surprised that one day, we might have a sex offender elected to a political office, maybe at the senate or house of rep level. the media ain’t talking about this storm yet. but just watch and see. we’re still in the #metoo phase, but the pendulum always swings the other way.

      I remember Stacey Samaro. She’s a complete sleezeball. Stacey is a very unethical person, a complete gaslighter, and the perfect example of the wrong people working in the healthcare industry. I’m just surprised and pissed off that many of you have had similar experiences. I’m also surprised that Stacey is still licensed, would have thought she would have had a shit ton of complaints against her by now!

      IF I came out of that program learning anything, it’s that not all treatment programs and psychologists/therapists are good. The ones contracted or operated by the government are particularly evil.

    Lucy, I think you need to realize that most of the “clients” enrolled in this SHARPER FUTURE SCAM are in no position to file complaints w/ the BBS or Board of Psychology. Nor are most in a position to file lawsuits against SHARPER FUTURE. Doing so may put themselves in a position of being retaliated against. One of my best buds is in this “program.” Just picked him up from it this past Sat. I am also a licensed psych assistant. When my bud tells me the stories that go on in SHARPER FUTURE, with all of its questionable contracts and what not, it really concerns me. Is it REALLY “treatment?”

Considering the unfair weight his “expert” opinion has on people (via casomb and sharpest future), we should be expecting credentials from top tier universities. I did A LOT of searching. No information on where Tobin bought his credentials from. Tobin is a quack for sure. Quack! Quack! Quack!

      IF Sharper Future or CDCR try to retaliate for a person standing up for their rights then, if the retaliation can be proved, Sharper Future and CDCR DESERVE to get sued. Seems like they are long due for a big lawsuit. With the “sex offenders” starting to stand up for their rights to move on from PAST mistakes (and starting to realize they have a right NOT to be treated like human guinea pigs), I have a feeling Sharper Future and CDCR will be held accountable for the dirty pseudo science they use. Mr. Tobin: Justice is not a one-way street.

    You are all complaining about this Sharper Future disaster. Talk is cheap. How about you all walk the talk. File lawsuits against Sharper Future and California’s Department of Corrections. Initiate complaints with California’s professional licensing boards. What Sharper Future is doing to people is wrong. You can’t veil tyranny and civil rights violations under the umbrella of phony treatment. Judging from some I’ve talked to, the Sharper Future scum are great at playing 2 face. The workers at this phony place have the duty to be honest and not 2 face. Especially when Sharper Future advertises itself as “treatment.” GOOD LUCK TO YOU ALL
