US government commends Philippines for preventing 200 American registered sex offenders from entering.

The United States government has commended the Bureau of Immigration (BI) for preventing 200 American registered sex offenders (RSOs) from entering the Philippines in 2018.

Immigration Commissioner Jaime Morente said Friday the bureau was recently awarded a certificate of commendation by the US Embassy in Manila after registering the second highest number of excluded American RSOs throughout the world last year.

Mexico, which shares a land border with the US in the southwest, recorded the highest number of intercepted RSOs.

“I commend our officers deployed at our ports of entry for a job well done. Because of your vigilance and alertness, you were able to turn away these sex offenders to protect fellow Filipinos from possible exploitation,” Morente said in a statement.

The US Embassy’s citation specifically commended the BI’s port operations division (POD) as well as the airport operations section (AOS), travel control and enforcement unit (TCEU), and border control and enforcement unit (BCIU), which are all under the POD, for successfully implementing the “Angel Watch” program in the country’s ports.

          Just Remember The New 3 Tier System In California Only Allows You To Petition for Relief From Registering it is NOT A GUARANTEE the D.A. will Still be able to Contest your Petition and the final decision will be up to the Judge. Make sure you have all necessary supporting documents before you file your petition. Your Public Defenders office on the court where your case was heard should be able to assist you.

        Hi Richard, If you Really Want To Get Married My Advice Would Be For You And Your Fiance To Meet In Hong Kong Enjoy Your Time There Take A Lot Of Photos Of The Two Of You Together, Then Any Letters You Have Keep Them As Evidence Also Any Email Print Them Out. Then When You Come Back To The US File A Fiance Petition it’s i128 Form Make Sure You ask For The Package as there are other forms that need to be filled out. There is a requirement that you must have met in person with in 2 years of Petitioning That’s what the pictures and letters are for. Everything can be done in less than a year

    Ive been off registry since 2013, traveling extensively in asia the past three years. Will i still be denied entry to philippines if not in any regustry anywhere for long time now? My wife is filipino, knows my past. In process of renewal passport so, if theres no identifier, will i be allowed entry?

      Jake if I were you, if you have family in the Philippines ask them to check with customs or DFA if you are on the blacklist. That’s what I had to do. If you are on the blacklist then you will need an attorney to get you removed or file a petition yourself- be prepared this maybe a long process

          Put it this way and again I am
          not a lawyer but know this from first hand experience so it’s best to get a lawyer like I did. If you are on the blacklist you cannot step foot in the Philippines whether you are off the registry or not. It will save you money and time if you send someone you trust to DFA to ask a copy of the blacklist letter if you are still on it. If you are not on it, it’s best you get a copy just in case you get stopped by either USA or Philippines

          I would highly advise you NOT to get a visa in advance to phils. ph embassy in US has several ways to get your criminal record, thus your finished
          as for going to DFA advise again against it including reports from AWC and DHS will pop up

          Have your wife girlfriend take copy of your passport to bureau of immigration…seriously #EXPERENCED i still to this day have my wife go a few days b3 my travel there.

          I wasn’t even on the Reg off 2006 but in 2013 as well blacklisted for false accusations of being RSO I got back in 4 months later no attorney needed just alot of hoops, mainly if you get blacklisted and your not a RP then the process is not to hard to get lifted

            I’m currently in vietnam, have been here 3 years, will be going to hong-kong soon for the renewal of my passport. I’ll find out then if I’ve got the identifier stamp. I’ll know for sure then if my access to travel will be denied for sure. Getting a lawyer and having wifes cousin do the blacklist check at immigration. Thanks for the advise to both of you, very much appreciated. Hopefully all comes together sooner than later, or not at all. At least I’ll know. I hate not knowing.

              heading there in September as well, off the reg last year, flying from Hong Kong bc I am nervous angel watch will send their notices. you’re good already out of usa but others something to think about. plan on trying this year? if you go before me and have issues, will probably try Vietnam or napal, if I go before you can let you know as well?

              There is also a bill on the table in the senate I got a response from a phil lawyer that said its not a law yet, but could cause up problems if passed but this was 2019 and hasent made progress past that it seems like

                  jake with Vietnam are you able to stay there more than the 3 months at a time or do you end up leaving the 3 months and coming back for another 3 months in a year? considering Vietnam and Armania now if I have to go back and forth will fill up the year except for 5 days, if i can get in philippines for 30 days a year would be perfect.               if your HB/BF is blacklisted
              you take copy of his passport page as well as a POA signed by him to give you permission to act as his agent go to MNL Bi. and get the info on his blacklisting and ask for the document of his blacklisting, If by chance they give it to you I want to see it, Im working on something gathering up all RSO blacklisting documents

          I knew a guy who married has 1 child in phils he was blacked listed since 2015 when he booked ahead in advance, (gave AWC time to catch up to his flight plan)

          with that said he and his wife and child meets in HK 3x a yr, yes he does get stopped in HK but allowed to stay explaining that his wife and child are from Phils they are at Hotel XXX and waiting for him since they cant meet in Phils

          Hi kaye, if your bf is a RSO his US passport will have a statement printed on the last page Stating he was convicted of a Sex Crime. It is up to the country where he wants to travel too to let him in or not. And I have not found any Country’s that allows RSO now.

          Hi Lorraine, I sent a friend to go to the DFA, I believe in Pasay or Pasig city. My friend just went to the office where they have records of who is on the blacklist or not. You have to give the officers the social security number of the person who is or maybe on the blacklist, full legal name and nationality. Also maybe the passport number

              DI ko alam Lorraine. SIguro sa waiver ng DFA or BI. However your husband will need a valid reason and/or connections to enter the country. You will need to get the blacklist letter and if you choose get a lawyer since DFA or BI can give you a hard time. DFA is asking me to pay 50k php to clear the blacklist so its all about money if you really the problem to resolve itself and depende ng reason for your husband visit

                  Yes I am a registered citizen and also have my case on appeal which my attorney is using as a reason to get the waiver lifted in my case. As far as angel watch is concerned- the US government can send an alert as many times as the want to countries RSO may go to however, its not up to Angel watch for the citizen to go through and clear customs, its up to that individual country and its law and how the run things. If they lift the waiver on me its just a one time thing so if I am reading your message right, you are suggesting every time I or someone who is blacklisted leaves the country they will get blacklisted again and have to pay 50k PHP to just get a waiver again, obviously that is not the case as once you get the waiver you can’t be on the blacklist unless you give them reason to put you on it.

                My husband is been always in the Philippines every year only this 2018 he turned back to the USA due to RSO. And he also has a permanent resident card in the Philippines and we have 2 kids there that’s why we really want him to visit the Philippines..so if we’re going to pay 50k is it 100 % sure they let my husband enter?

                  Unfortunately Lorraine and you or your husband has to contact a lawyer to confirm but in 2018 Philippines banned all RSOs from the country whether they are from the USA, UK, Canada or any place that you have to register. Everyone case is different, I do not know your husband charges, and I don’t know what everyone else here is charged and either been convicted or had a plea deal but just because I said 50k does not mean it will apply to everyone but from what my attorney has said they will want money to clear the waiver so no not 100% there have to be other factors such as did your husband complete his sentence? Maybe the age of your children- if your children are still a minor, I don’t think it will help your case especially if your husband case involved a minor. Again I do not know your husband situation. In regards to your second question about requirements, with their being a ban of all RSO in the Philippines you will need most likely legal help as this has nothing to do with requirements. What does help is if you have children and the age of them or any connections to the country. As far as months it could be anywhere between 6-12 months however with the pandemic be prepared for it to be longer. The reason I have not finished my waiver as of yet is because my case is going through appeal and both of my lawyers suggest I wait out the appeal process before resuming getting a waiver so I don’t waste money on two attorneys. I hope this helps and sorry that I can’t answer more since I am not a lawyer but you will probably need a licensed legal help to get what you want accomplished rather than get several different opinions from the members here.

                  the spouse or wife for the person blacklisted need to go to BI and ask for all the documents the person blacklisted as well has to give a POA to the person going into BI acting as his agent

                Not yet, we are in final stages of spousal visa. Just waiting for her interview. With trump in office and all the new immigration laws, I’m not very hopeful, thats why I’m looking into going to Philippines instead.           but the fact I had letters of expiration and Marriage contract and land title agreement and house there
          I was allowed back in I did’nt go to DFA for the fact they have access or can request it from the us state dept and of course they will pass it to them though it is illegal under 1974 privacy act it has to have a consent form from you,I still have letter from embassy services stating that fact i try to locate it later

                lawyer did derogatory records check, seems I was on blacklist but it has been lifted. will be getting a copy of lift letter once the lockdown is relaxed, and also will be retaining the attorney for any future immigration roadblocks appear.

                  Jake if your not on any registry then how did you get blacklisted? and god is willing you get back in we need to discuss the visa Issue and bring your wife here, been at a visa sine June 2013 and to this day 2nd time around still waiting for the denial USCIS used the merits of AWA incorporated into the immigration laws out of 100s of thousands of AWA visa filers and that is me and most likely you if you file only 4 have been approved out of that 100s of thousands Im over 15k so far in fees 4k of it was for a stat 99 and risk assessment 2,5% to never cause harm to another
                  USCIS says it has to be 0 risk and there is no scientific Proof that a human can never cause harm to another coughing in public is a risk to another and the USCIS knows this well but stand behind 0 risk beyond a reasonable doubt and of course the persons filing has to show burden of proof

                  for some reason this thread isn’t letting me reply to these last few posts.Anyway, I did not have to go thru any assessment. but I started the spousal visa before this international thing went thru I think. Lawyers name is Ryan Barshop, they have offices in NY, Manila, and Ho Chi MInh City, He was surprised that USCIS accepted my petition too. But I hired him anyway just in case I needed him to fight. He planned on using the defense that this was not a megans law enforceable crime. It was an internet sting and there was no actual victims really. they were police drag netting the net and posing as young girls being extremely forward and acting promiscuous and basically leading the potential perps. into committing their crimes. I’m not minimizing my part, I was wrong as the adult but I did get set up. I paid the price and learned a heavy handed lesson that will never happen again. Btw, maybe start a new thread instead of answering this one, I can’t answer anything further down then here anymore.

          How do you start this process. My case happened from teen girl luring me now I’m on registry for life. I have been dating a woman in Philippines for awhile and she wants to come to America to be with me but she has a culture that before she moves I have meet her family. I’d only be in Philippines for weekend then we both be coming back USA together. How do I go about this process. We are planning to get married. I only need meet her parents from like maybe 3 days.

      Jake as a level 1 S.O. who got off the list more than 7 years ago you are not on the black list. I am in the same boat as you and living in Thailand and have visited Manila numerous times over the past year without a single issue. By you doing all those things like checking black lists and putting your name out there you are only going to cause trouble for yourself by putting yourself on the radar there. There is a HSI office right there at the embassy and they will even tell you there is no issue for anyone over 7 years as the records are expunged on there system as well. However, if you start blabbing your name all over the place asking for black list info etc. you are looking to get yourself singled out. If you are in Vietnam take a flight there and you will see you will have no issues. Good luck!

    Not everyone on the SO registry is a threat. There are people in USA on SO registry for things such as playing doctor when they were little kids and you have teenagers who have had consensual sexual relations with each other and get caught in act and have their lives destroyed over this being forced to register as a SO. I call this Angel Watch Devil Watch! I feel these 200 people and all those on this registry need to stand up, fight back, and resist through any means necessary and defiantly enter the countries they were blacklisted from including the Philippines here and give the USA the finger. These RSOs should also tell off and shout down the lawmakers that make up these evil laws as well just as been done with some of the people in the Trump Administration by those oppossed to the Trump Administration and its policies. If I were forced to register as a SO as a child for playing doctor and were banned from entering a country as an adult, I would defiantly enter country making it clear that I was a child who did what is a natural part of growing up and should not be persecuted for it. Any attempts to make me leave country and send me back to USA would be met with resistance through any means necessary even if it meant committing acts of violence against the authorities keeping me out and against those trying to deport me back to USA. If lives would be lost through these acts of violence, so be it. To me, this would be no different then when there were resistance movements committing acts of violence with lost lives against the Nazis during WW2 in Nazi occuppied areas. This SO registry of the USA and the countries barring so called US sex offenders is no different then what happened during WW2 when persecuted groups of people fled Nazi Germany but were denied entrance because of them being Jewish, Slavic, Gypsy, etc… according to their passports. It would be thrilling to hear about a group of SOs resisting and fighting back at the authorities here defiantly entering the countries they were barred from refusing to leave. One day decades and centuries from now, this SO registry of USA and its horrors will be on the wrong side of history and future generations of students in a possible post USA society will learn of the atrocities committed in USA through the SO registry amongst many of the other horrors committed by USA both domestically and internationally. USA is a country that refuses to learn from history and is a present day violator of human rights both domestically and internationally. This SO registry is just one of USAs human rights violations.

    on this travel blacklisting my recommendations
    is to and after you give 21 day notice few days b4 travel have a friend in that country take photo copy of your passport page to there Bureau of immigration to check to see if you have been blacklisted, it save time shame money i still do it all the time, our country US does what they want
    if they want to ram it up your A$$ though you our not registered they will send green notices as they done to me
