US government commends Philippines for preventing 200 American registered sex offenders from entering.

The United States government has commended the Bureau of Immigration (BI) for preventing 200 American registered sex offenders (RSOs) from entering the Philippines in 2018.

Immigration Commissioner Jaime Morente said Friday the bureau was recently awarded a certificate of commendation by the US Embassy in Manila after registering the second highest number of excluded American RSOs throughout the world last year.

Mexico, which shares a land border with the US in the southwest, recorded the highest number of intercepted RSOs.

“I commend our officers deployed at our ports of entry for a job well done. Because of your vigilance and alertness, you were able to turn away these sex offenders to protect fellow Filipinos from possible exploitation,” Morente said in a statement.

The US Embassy’s citation specifically commended the BI’s port operations division (POD) as well as the airport operations section (AOS), travel control and enforcement unit (TCEU), and border control and enforcement unit (BCIU), which are all under the POD, for successfully implementing the “Angel Watch” program in the country’s ports.

    I recently spoke to an attorney regarding this and I have started filing my case with the government. Obviously being a RSO you will be denied entry into the Philippines. That means, once you go through customs, they will turn you back to the next place to the USA. I was advise and I did obtain a “blacklist letter” stating I am blacklisted from entering the country because as of right now while I am appealing my case, I am a RSO. The only way to get removed from the RSO is to get a clearance letter from DFA in the Philippines, announcing you are allowed in the country. I have not gotten this far yet but my lawyer has advised that I will be denied at first, however after appealing my case, you may have a 50/50 chance on getting your wish but it could take months from happening. Best to file 3-6 months before you intend to travel for best result

      I myself want to try and figure I it getting around this blacklisting especially with Mexico.

      May i ask the lawyers name as I’m planning on getting a lawyer to fight for me anyway. I’m in the process of getting a new passprt soon and find out if they give me the stamp of death identifier.

      Hello to GF, so your message was back in Febuary 20, I am American who lived and owns a call center in Makati, and has a 15 year old son there. I do not want to get turned away and thus since I have not tried to come, I am not blacklisted. I want to go through the process of having the BI or DFA give me a letter so that I am allowed through. So how has your lawyer done for you so far? It is now Oct. did you get your letter? Has anyone here been able to? I am now an RSO, and want to see if this is even possible.

      Hi everyone one my husband is also a rso and he was sent back to the USA what are the requirements in order for him to be lifted from the blacklist. We’re married for more than six years now it’s just we’re not together and he wants to come back here in the Philippines to be with me. Any advice please. Thank you in advance.

    Anyone know if this law has been put into place? Also I am a SO from the united states but want to travel to Philippines for a wedding in May. Luckily I have a second passport. Anyone have any insight on traveling with a second passport?

        Second passport as in passport issued by the receiving country? One would still need to make 21 days’ notification, correct?

        I am reminded of inmate Paul Manafort, who allegedly had a U.S. passport and a second U.S. passport!

          No – I think they meant dual nationality – passports from 2 separate countries.

        now though I have our 4 yr old daughter but she cant have her mama I cant have my wife cause our government states I may pose a risk to Mama (yes real US logical thinking) though we can live in the Pinas my health is failing fast had tickets booked for this yr soon next month but the Virus issue has again put a stop to it.

        I give advice to any RSO traveling to marry a foreign lady Please dont! you are destroying her life waiting for you on a chance to be together or to have a marriage… these visas are called AWA visa filers …. from 2010-2016 1000s of RSOs filed family Visas’ 4 were approved and that is because there was a USCIS memo starting these kind of Visas’ should be rarely approved so your odds of approval is less then 4% and over 15k lost as of now for me now If I was to die she can come here IW1 widow visa yap I have to die,

        went straight to BI comissioner but that was 2013 they changed regimes since then but yes stay far from DFA go to manila get all of the documents they have on him he need to sign a POA over to you so you can get the documents and as i said before If you can get a copy if the BLO that they used against him I know well he never got to see it cause it names DHS as the 1 whom sent it ,If by chance you do get it (unlikely) I would like to have a copy of it

    Google how many U.S. members of Congress have used tax payers money to settle allegations of sexual assaulted against them. And by paying off their accusers is admitting their guilt. It was the very same Congress men and women who wrote and passed the sex offender bills, so they knew what they were doing was a crime and what the consequences we’re. So if they are not going apply the law to the people who wrote and passed the laws then why should it be applied to anyone.

    Please look up how many Congress men and women that have committed sexual assult. And Post in so the world can see.

    While they rejoice for their achievement, people are sentenced and punished for committing no crime. American citizens are discriminated against, embarrassed and humiliated, just for mistakes they did and paid their debt to society, not for facts that demonstrate they are going to commit any crime. If there are RSOs traveling abroad to commit sex tourism crimes, they, not all RSOs must be punished for those crimes. Why make everybody pay? The law doesn’t make any child safer if the RSO has turned his life around and is living a healthy and good life. And I can tell there are many, the majority of us who are living not in line with a mistake we make. The Majority of us are no danger to any minor, despise our mistakes. This law punishes the majority of people who are playing by the rules. It is destroying families. There are close to a million of us who are forced to register. But also, many of us can vote. Besides, we have family and friends, who in most cases support us and see this perpetual punishment as unjust. It is time for us to organize and send a message to politicians who constantly punish those who are doing well to make an exhibition of their concerns for children. We need to organize and make our voice and votes to be heard.

      I know there are a lot of details not told yet , but just wanted to comment on the elephant in the room.
      These 200 that have been listed as visiting the massage parlor in Jupiter . It’s going to be interesting to see how this plays out are they really going to be able to charge these Billionaires with any more than a slap on the wrist, I doubt it.
      I’m glad to see that these young ladies are finally going to be able to be set free, But why did it take 6 months of surveillance. If young girls were stranded in there car in a river , in a flood , would you wait 6 months to rescue them. While you investigated who was responsible for the flood. Or were the investigators getting there jollies so much watching this that they let it go on for that long. Especially sense they said they knew it was going on for years. Also how many names have they removed from the list police officers politicians. Also how many on the list were on the registry? None I’ll bet, and will the 200 be put on the list? Time will tell.

      I have to wonder what benefit the US government gets by having its own citizens being banned by FOREIGN countries.
      There HAS to be one or it wouldn’t do it. Does anyone know what that benefit is?

      The US doesn’t seem to have much of a problem having sex offenders from other countries come here, since most other countries DO NOT have a SOR.

      I agree with you. At the least have sanctuary cities where RSO’s CANNOT be arrested for not registering. If they recommit then let them be punished accordingly.

      Yes you are absolutely righ, and our fine government needs to add Bill Clinton’s name right along with all the Congress who has paid off their victims of sex abuse to the list of RSO’s and let the Philippines along with Mexico and other countries know that they pose a danger of committing sex turisom in their country.

        I agree I am rso also and did my time. I am not a threat children either. I don’t even have a single stipulation that’s how none threatening I am to children. I’m 35 now and been last 10 years out of trouble. And I still can’t travel? I messed up before not making sure and I don’t even date anyone over a 10 year difference older or younger that’s my rule since forever. They should change rules for rso travel to at least risk assessment or something or lie detectors tests or something give rso that deserve a chance to prove they no threat and let them live there life as long as doing what asked and told. Or even if they have check in with authorities daily or weekly or something.

      I believe in this. Regardless of being an SO,RSO or even not on the registry, everybody is a treat in every way even a single normal action. It is up to us everybody to do the right thing. The law is very vias.. Everybody deserves to have their lives back and be happy together with family..

      Want to talk about banning rap because of there mistakes or with mistakes from being lied to. Not everything is fair and yes some reoffend but not all will. What is the difference I mean really talk about ban travel to registered sex offenders to protect children. What about drug dealers they can still travel and they sell drugs which destroys lives maybe even kills lives yet they can still travel. What happened to USA land of free. Equal rights. Laws put in place on purpose but to pick and choose is not right. Not everyone should suffer from one person reoffending. You f they were that worried they could always give lie detector tests to figure out intentions of tsp before they travel ask certain questions like if teen hits on you what do you do or shit like that I mean I seen some there stupid questions before which also labels rso on there severity. Also they could do so many years out of trouble and give those rso a chance to live rest there life somewhat normal and chances to travel world. I mean seriously already going through a lot did time. Jail, probation, register 1 or 4 times a year. Then all stipulations they deal with. Maybe if on vacation or something maybe check in daily or something with authorities 1 a day or every other day or something. Give some that actually showing they changed or messed up and fixed it a chance to somewhat live normal life. I mean not everyone on rso list actually deserves it. Like here in my state 13 year old girls and up be chasing older men then scream rap when mad. Should guys sleep with them not that is on them not making sure age but girls get nothing for lieing and bating men. This happen me 15 year old girl tell me she 18 and I get hemmed up for it but she nothing for lieing. Seriously. Laws are broken. Basically in end I understand laws about keeping children safe from rso but not all are bad. Most learn from mistakes. Not all should be punished for the rso being stupid. They give murderers and drug dealers more chances and less stipulations and the stuff they do just as well hurt children also. So no it’s not fair.
