    At about 18:30 on the recording he says something about the court reminded the county that they cannot impede civil rights under piles of legislation. Well that is what RSO laws do and have done for quite some time. The counties and the state put restrictions on people who have completed all of their sentence and now merely have a label that forces them to be under the threat of arrest at any given moment of the day just for living …
